The Scientific-Professional Society for Disaster Risk Management (SPS-DRM)(Naučno-stručno društvo za upravljanje rizicima u vanrednim situacijama) is a dynamic, non-governmental, non-profit organization dedicated to advancing the field of disaster risk management. Established for an indefinite period, our mission is to elevate the theoretical knowledge base, conduct cutting-edge quantitative and qualitative research, organize impactful national and international conferences, launch and manage academic journals, deliver comprehensive training programs, and perform thorough risk assessments, along with other academic activities in this vital field. Recognizing the immeasurable importance and pivotal role of non-governmental organizations and civil society in disaster risk management, including their proactive contributions to public policy, risk reduction actions, advocacy for enhanced preparedness and resilience, aid to affected individuals, and collaboration with emergency response services, Prof. Dr. Vladimir M. Cvetković founded NSDR-URVS on June 15, 2018. This organization unites scientists and practitioners from Serbia and the region to collectively advance theoretical and empirical principles and support local decision-makers and leaders in managing disaster situations effectively.
The Scientific-Professional Society for Disaster Risk Management (NSDR-URVS) is led by President Prof. Dr. Vladimir M. Cvetković, with Anja Beli serving as the Secretary. NSDR-URVS boasts a diverse membership of over 1,500 individuals, including professors from all state and private universities and faculties in Serbia, scientific researchers, practitioners (such as members of the police force, fire and rescue units, emergency medical services, military, and security-related NGOs), as well as students and young professionals directly or indirectly involved in research and practical activities related to emergency situations. Membership is open to all interested individuals and can be obtained by filling out the application form available on our website and submitting it via the Society’s email. Join us and be part of a vibrant community dedicated to advancing the field of disaster risk management.
To further enhance our scientific endeavors, on December 21, 2020, we adopted the Statute and established the International Institute for Disaster Research. This institute serves as a hub for basic, applied, and developmental scientific research in disaster risk management. Our research spans various crucial areas, including disaster and hazard phenomenology, preparedness and risk mitigation, protection and rescue operations, disaster recovery, international cooperation, and legal frameworks related to disasters. We are committed to exploring innovative solutions and sharing our findings to build a safer, more resilient world.
Goals of SPS-DRM
The Scientific-Professional Society for Disaster Risk Management (SPS-DRM) is committed to achieving several key objectives. Firstly, it focuses on conducting research in the field of disaster studies. This includes undertaking comprehensive studies to understand the various facets of disasters and their management. Secondly, the Society aims to establish and manage an international journal, specifically the International Journal of Disaster Risk Management, to facilitate the dissemination of research findings and advancements in the field. Additionally, SPS-DRM is dedicated to preparing, applying for, and implementing national and international projects on various aspects of disaster risk management. This involves collaborating with various stakeholders to secure funding and support for impactful projects. The Society also prioritizes the promotion, design, implementation, and improvement of preventive measures against disasters, ensuring communities are better prepared and resilient.
Another crucial objective is raising public awareness. SPS-DRM develops and executes campaigns, programs, and plans to enhance public understanding of the necessity for improved disaster preparedness. This includes educating the public on best practices and safety measures. Furthermore, the Society organizes national and international scientific conferences on disaster risk management, providing a platform for knowledge exchange and networking among professionals. Conducting expert risk assessments and developing protection and rescue plans for emergency situations are also vital goals. These activities ensure that there are robust plans in place to mitigate the impact of disasters. Moreover, SPS-DRM is committed to organizing and conducting various forms of training, courses, seminars, and other educational activities for citizens, students, and employees in interested institutions. These programs are designed to enhance skills and knowledge in disaster risk management. Lastly, the Society performs other tasks in accordance with the law and its Statute, ensuring compliance and alignment with broader regulatory and organizational frameworks. Through these comprehensive efforts, SPS-DRM aims to significantly contribute to the field of disaster risk management and improve community resilience.
NATIONAL SEMINARS ORGANIZED BY SPS-DRM
SECOND NATIONAL SEMINAR ON DISASTER RISK MANAGEMENT
During the period from December 15 to 17, 2023, the Second National Seminar dedicated to risk management in emergency situations was held. This significant event was organized by the Scientific and Professional Society for Risk Management in Emergency Situations. The seminar served not only as a platform for exchanging professional knowledge but also as an exceptional opportunity for engagement and learning.
This year’s seminar can be described as a true treasure for the participants, enriching them not only with significant information about risk management but also highlighting the extraordinary potential of young attendees. The youth distinguished themselves with their enthusiasm, energy, and eagerness to learn throughout the seminar. They were not merely passive listeners; on the contrary, they actively participated in discussions, asked critical questions, and presented fresh ideas. Their innovation was not only refreshing but also significantly contributed to a broader understanding of contemporary challenges in the field of emergency management.
The seminar was not just a platform for acquiring knowledge but also a networking platform, connecting young talents with experienced professionals in the field of risk management. This intergenerational encounter was not merely symbolic but represented a crucial step toward strengthening capacities for effective risk management in modern society.
Overall, this seminar was not only an educational experience but also a platform for building bridges between experienced experts and young talents, thereby fostering further development in the field of risk management in emergency situations. Understanding the importance of who the youth learn from, the Scientific and Professional Society for Risk Management in Emergency Situations gathered a large number of highly accomplished experts as lecturers, who selflessly shared their experience and knowledge over the three days. The lecturers came from various institutions dealing with the topic of risk management in emergency situations in different ways.
The magnificent seminar commenced with the national anthem, “Bože pravde,” and the anthem of the University of Belgrade, “Gaudeamus Igitur.” The ceremonial opening was led by Sofija Radojković, the Secretary of NSD-URVS, who warmly welcomed the participants, lecturers, and guests.
Following her welcoming gesture, inspirational addresses from distinguished individuals followed. The first address was delivered by the president of NSD-URVS and the director of the International Institute for Disaster Research, Professor Dr. Vladimir M. Cvetković, who shared his perspectives and opened the doors to the field of risk management.
Next, Deputy Chief of the Sector for Emergency Situations, Mr. Boban Stevanović, shared his experiences and perspectives in the domain of emergency situations. Attendees also had the opportunity to hear from a representative of the Ministry of Defense, Professor Dr. Hatidža Beriša, whose professional approach added gravity to the topic.
Further, the Faculty of Organizational Sciences was represented by Professor Dr. Snežana Knežević, while valuable insights were also provided by Professor Dr. Aleksandar Ivanov from the Faculty of Security in Skopje. The culmination of the opening addresses was a speech by Professor Dr. Miodrag Zečević, Chairman of the Board of Directors of „Energoprojekt,“ rounding out the expertise and knowledge palette.
The first day of the seminar, marked as the formal beginning, impressed the attendees by setting high standards for the upcoming days, promising deeper understanding and extremely useful experiences.
DAY ONE OF THE SEMINAR
The seminar began with a session led by Bojana Ikodinović, Head of the Department for Civil Protection Units at the Sector for Emergency Situations, with the topic „Civil Protection Units in the Republic of Serbia.“ Her professional presentation offered participants an insight into the key aspects of the organization and role of these units.
Aleksandar Radosavljević, Deputy Chief of the Directorate for Fire and Rescue Units at the Sector for Emergency Situations, presented on „The Organization and Competence of the Directorate for Fire and Rescue Units.“ His lecture provided a detailed look at the complex structure of the sector, emphasizing the roles and responsibilities of these units in different emergency situations.
Davor Vidović, Assistant Chief of the Directorate for Fire and Rescue Units at the Sector for Emergency Situations, shared his experiences on „Providing International Assistance in Protection and Rescue Missions in the Region (Turkey and Greece).“ Through practical examples, participants gained insights into the challenges and solutions in international protection and rescue missions, including the specifics of working in different cultures and conditions.
Željko Čavić, Head of a Department at the Directorate for Fire and Rescue Units, discussed „Tactics for Fighting Forest Fires.“ His lecture highlighted the significant consequences of forest fires, emphasizing the importance of a proper approach to tackling these challenges, including effective fire suppression strategies and prevention.
The second half of the day was dedicated to prevention and protection. Dr. Rade Milošević, Assistant Chief of the Directorate for Preventive Protection at the Sector for Emergency Situations, spoke about „Preventive Fire and Explosion Protection in Building Construction.“ His presentation highlighted the key aspects of risk reduction during construction activities, including the application of standards and regulations.
Dr. Nenad Milojević from the Cynology Academy captivated participants with the topic „The Development and Role of Rescue Dogs Through History—Where Were We and Where Are We Now?“ This segment underscored the evolution and significant role that dogs play in rescue operations, including the specifics of training and the application of these specially trained animals.
Adding to the perspective, Ljuban Tmušić from the Directorate for Protection and Rescue in Montenegro presented the „Interdisciplinary Program for Disaster Risk Reduction.“ His lecture offered a holistic approach to learning about disaster risk reduction, encompassing an interdisciplinary perspective on prevention and emergency management.
After an engaging sequence of lectures, a coffee break allowed participants to exchange impressions and network. The first day of the seminar concluded with strong impressions and a promise of an even richer program in the coming days, laying the foundation for further exploration, learning, and improvement in the field of emergency management.
DAY TWO OF THE SEMINAR
The second day began with a compelling lecture by Colonel Srđan Zgonjanin from the University of Defense on the topic „The Concept of Total Defense.“ This lecture marked a shift from specific sectoral issues to a broader perspective on defense. Colonel Zgonjanin shared his deeply rooted military knowledge, providing seminar participants with a holistic view of the complex challenges and strategies in the sphere of total defense. Analyzing the essential components of the total defense concept, Colonel Zgonjanin discussed an integrated approach involving military, civilian, economic, and other sectoral elements.
Following this, Professor Dr. Hatidža Beriša, from the Ministry of Defense and the Military Academy, delivered a lecture on „Natural Disasters as a Strategic Challenge for the Functioning of Serbia’s National Security System.“ She highlighted:
„The partial and limited actions of various state institutions, conditioned by numerous laws and regulations, do not lead to the expected synergistic effects emphasized by the Sector for Emergency Situations. Many state institutions operate within their respective fields, lacking centralized and continuous management, particularly concerning natural disasters. They approach the problem only from the perspective of their jurisdiction without striving to grasp the broader issue.“
Lieutenant Colonel Milenko Obrenović contributed with a lecture titled „The Role of the Serbian Army in Supporting Civil Authorities in Natural Disasters.“ He emphasized the optimal use of military capacities and resources to prevent and mitigate the effects of natural disasters.
The session continued with a round table discussion moderated by Professor Dr. Vladimir M. Cvetković, titled „Strengths and Weaknesses of Disaster Risk Management in Serbia: Implications for National Security.“ Panelists included Professor Dr. Hatidža Beriša, Professor Dr. Miodrag Zečević, Professor Dr. Aleksandar Ivanov, Dejan Đurđević, and Milosav Avramov. The discussion facilitated the exchange of valuable experiences, identification of strengths and weaknesses, and an open dialogue on the topic.
DAY THREE OF THE SEMINAR
The final day began with a lecture by Professor Dr. Jozefina Beke Trivunac, Emeritus of ALFA BK University, on „Crisis Management and Business Continuity.“ Her lecture shed light on the key aspects of effective crisis management, offering participants a deeper understanding of strategies and practices to ensure business continuity during challenging times.
The seminar proceeded with an online session by Vlatko Jovanovski from the Disaster Preparedness and Prevention Initiative for Southeastern Europe, sharing his experiences on „Planning and Organizing International Exercises—Simulated Exercises—DPPI FLEX 2023.“ This session provided insights into the processes of planning and conducting exercises critical for preparedness for potential crisis situations.
The seminar concluded with a ceremonial closing session, marked by the awarding of certificates to all participants and lecturers. The event ended with a group photo, symbolizing the success of the seminar organized by the Scientific and Professional Society for Risk Management in Emergency Situations. The participants and organizers left with lasting memories of an event that provided an opportunity for knowledge sharing, networking, and building a more prepared community in the field of risk management.
Professor Dr. Želimir Kešetović from the Faculty of Security at the University of Belgrade presented on the topic „Mass Media in Conflict Crises: Part of the Solution or Part of the Problem.“ Professor Kešetović analyzed the role of media in the context of crisis situations, exploring how media can contribute to addressing challenges but also how they can sometimes exacerbate issues.
Concluding the series of lectures, Professor Dr. Ivan Novković, Vice-Dean for Finance at the Faculty of Geography, University of Belgrade, delivered a presentation titled „Application of GIS in Reducing Risks of Natural Disasters and Enhancing the Efficiency of Emergency Services.“ This lecture delved into the role of Geographic Information Systems in effective disaster response, providing practical guidelines for improving the operational capacities of emergency services.

The third and final day of the seminar marked the conclusion of this enriching event, providing participants with a deep and comprehensive understanding of key issues in crisis management and risk reduction. The series of lectures not only expanded participants’ theoretical knowledge but also offered practical guidance for improving operational capabilities in the realm of emergency management.
One of the key topics of the final day was „The Role of the Hydrometeorological Early Warning System in the Protection and Rescue System,“ presented by Goran Mihajlović, a meteorologist and Acting Assistant Director of the Meteorological Observation System at the Republic Hydrometeorological Institute. This lecture illuminated the crucial role of meteorological data in anticipating and responding to emergencies, providing additional insights into the importance of this area in protection and rescue operations.
Closing Ceremony
The final lecture of the Third National Seminar on Disaster Risk Management was followed by a formal closing ceremony. Certificates were awarded to all participants and presenters, commemorating their active involvement in this remarkable event. A group photo captured the moment, leaving participants with a lasting memory of a successful seminar organized by the Scientific and Professional Society for Risk Management in Emergency Situations.
In his concluding remarks, Professor Dr. Vladimir M. Cvetković, representing the organizing team, summarized the unforgettable experience of this three-day event and shared his impressions. The three days of the seminar, as described by Professor Cvetković, resembled an exciting journey through a labyrinth of diverse topics, with experts from various sectors contributing to a deeper understanding of essential aspects of emergency situations. Each lecture, he noted, represented a valuable segment of a broader picture encompassing strategic concepts, tactical approaches, and practical applications in real-life scenarios. The diversity of topics—from the concept of total defense to public procurement and forensic accounting—allowed participants to gain a comprehensive insight into the complexity of disaster risk management.
In his remarks, Professor Cvetković emphasized not only the expertise of the lecturers but also the dedication of the participants, their active engagement in discussions, and their desire to enhance their own capacities. The seminar’s atmosphere was enriched by the exchange of ideas, energy, and involvement of all attendees. First National Seminar on Emergency Situations Tactics of Protection and Rescue in Emergency Situations: Field Experiences and Lessons Learned
The Scientific and Professional Society for Risk Management in Emergency Situations (NSDR-URVS) and the International Institute for Disaster Research from Belgrade, in cooperation with numerous relevant and socially responsible entities and forces for protection and rescue in emergency situations, organized the First National Three-Day Seminar for young people and students from all public and private universities and faculties in Serbia, Macedonia, Bosnia and Herzegovina, Montenegro, and Croatia. The seminar’s theme was „Tactics of Protection and Rescue in Emergency Situations: Field Experiences and Lessons Learned,“ and it was held in Belgrade at the Grand Hall of the Kolarac Endowment from April 16 to 18, 2021, adhering to all preventive epidemiological measures.
The first day of the seminar began with the welcoming and registration of lecturers, participants, and guests. Following that, the program commenced with the national anthem of the Republic of Serbia, „Bože pravde,“ performed by Nikolina Milenković, as well as the anthem of the University of Belgrade. Opening remarks were delivered by Dejan Đurđević, representing the Ministry of Internal Affairs of the Republic of Serbia, the Center for Basic Police Training, the Human Resources Sector, and the National Training Center for Emergency Situations, who officially opened the seminar. After him, the participants and guests were addressed by the President of NSDR-URVS and the Director of the International Institute for Disaster Research, Assoc. Prof. Dr. Vladimir M. Cvetković from the Faculty of Security Studies, University of Belgrade. Introductory addresses were also given by Prof. Dr. Dragan Mlađan, Head of the Department of Security Sciences at the Criminal and Police University, and Dragan Đapin, President of the Firefighters Association of Serbia.
The program continued with a cultural and artistic segment where young and talented individuals welcomed the seminar attendees. Performers included Kristina Utković and Anja Milošević, third-year viola students at the Faculty of Music Arts under the mentorship of Prof. Ljubomir Milanović, presenting pieces by Karl Stamitz: Duo No. 2 for Two Violas, Movement I Allegro Moderato, and Duo No. 1 for Two Violas, Movement I Allegro and Movement III Rondo. Ljiljana Milošević, a second-year acting student at the Faculty of Arts in Priština with a temporary base in Kosovska Mitrovica, performed the poem „Sudden Light“ by Brana Petrović. Traditional dances from the Leskovac region, titled „The Empress Bargains with the Emperor,“ were performed by the AD „Novi Beograd“ ensemble from the Higher Tourism School.
The first lecture was delivered by Captain Vlado Vukas, Firefighting-Rescue Boat Captain from the Ministry of Internal Affairs, on the topic „Tactics for Extinguishing Fires on Watercraft, Rescuing the Injured, Issuing SOS Calls, and International Exercises.“ The second lecturer was Prof. Dr. Želimir Kešetović from the Faculty of Security Studies, University of Belgrade, who spoke on „Crisis Communication During the COVID-19 Pandemic.“ The next lecture, titled „Tactics in Emergency Situations Caused by Hazardous Materials,“ was delivered by Dejan Đurđević, representing the Ministry of Internal Affairs, the Center for Basic Police Training, the Human Resources Sector, and the National Training Center for Emergency Situations. The fourth lecture of the first day was presented by Diljmar Berkutov, Deputy Head of Training and a specialist in medical aspects of emergencies from the Serbian-Russian Humanitarian Center in Niš, on the topic „The Work of the ‘Centrospas’ Rescue Unit of the Russian Ministry of Emergency Situations in Response to the Beirut Port Explosion in Lebanon, 2020.“ The fifth lecturer was Prof. Dr. Danijela Spasić from the Criminal and Police University in Belgrade, who addressed the topic „Gender Aspects in Emergency Situations.“
After the first block of lectures, a cocktail and lunch break was organized in the lobby of the Kolarac Endowment, providing an opportunity for all attendees to relax, exchange initial impressions, and enjoy refreshments and snacks. The program resumed with a new block of lectures, starting with Danilo Budimir, a representative of the Serbian Rescue Team, who delivered a lecture on „Water Rescue: Legal Framework and Practical Experiences.“ Following his lecture, the stage was taken by retired Colonel Miodrag Savić, an expert in defense and emergency management, who spoke on „Citizen Training for National Defense.“ The eighth lecture was presented by Prof. Dr. Vladimir Jakovljević from the Faculty of Security Studies, University of Belgrade, who discussed the topic „Functioning of Civil Protection in Emergency Situations.“


















The stage was graced by Vladica Zdravković and Pero Puhalović from the NRK Coast Guard and the Serbian Rescue Team, who provided an engaging and practical presentation on the topic „The Use of Knots, Knot Tying Techniques, and Tactics for Protection and Rescue: Lessons from the 2014 Floods.“ Following their presentation, Professor Dr. Dragan Mlađan from the University of Criminal Investigation and Police Studies captivated the audience with his historical recount, taking them two decades back with the topic „Experiences and Lessons of Firefighting and Rescue Units in Protecting Citizens during Wartime Conditions in 1999.“
With the conclusion of the second block of lectures, the presenters, participants, and guests enjoyed another cocktail break. Upon returning to the Grand Hall of the Kolarac Endowment, the seminar resumed with a lecture by Dr. Jasmina Tanasić, representing the Standing Conference of Towns and Municipalities. Her topic, „The Role of the Standing Conference of Towns and Municipalities in Supporting Local Governments in Public Health Care During Crises and Emergency Situations,“ offered valuable insights into municipal-level crisis management. The final lecture of the first day was delivered by Zvonko Rakić, Senior Fire Officer and Commander of the Serbian Firefighters’ Association Headquarters. His topic, „Tactics for Fighting Wildfires,“ provided a fitting conclusion to a successful first day of the seminar.
The second day of the seminar commenced with the national anthem of the Republic of Serbia, „Bože Pravde,“ as participants, lecturers, and guests settled in. The first speaker of the day was Vlada Plemić, Deputy Chief of the Department for Fire and Rescue Units and Civil Protection within the Sector for Emergency Situations of Serbia’s Ministry of Internal Affairs. He delivered an impactful lecture on „Rescue Tactics in Traffic Accidents.“ The second presentation, delivered by Dr. Branislava B. Matić, a research associate from the „Jaroslav Černi“ Institute for Water Management, focused on „Linking Risk Reduction from Hydrometeorological Disasters and Integrated Water Management Through Measures to Increase Watershed Retention Capacity with an Emphasis on Climate Change.“ Following this, Assistant Professor Dr. Vladimir Miletić from the Faculty of Sport and Physical Education at the University of Belgrade presented on the intriguing topic „Camping in Emergency Situations.“
After a brief cocktail break to refresh and refocus, the seminar resumed with a presentation by Dr. Snežana Rajačić from the „Nadežda Petrović“ Secondary Medical School in Zemun. Her lecture, „Foraging from Nature as a Supplement to Nutrition in Emergency Situations,“ provided practical and innovative approaches to sustenance in crises. Next, Assistant Professor Dr. Bojan Janković from the University of Criminal Investigation and Police Studies in Belgrade discussed „The Role of Police in Emergency Situations,“ capturing the audience’s interest. To the delight of attendees, Vlada Plemić made a second appearance, this time presenting on „Tactics for Fighting Forest Fires Using Innovative Technologies in the Field.“
A lunch break of thirty minutes followed, allowing attendees to recharge for the remaining sessions of the day. Participants returned to their seats with enthusiasm, ready to engage with the next set of insightful lectures planned for the second day of this exceptional seminar.



After lunch, the seminar resumed with a lecture by Prof. Dr. Goran Milošević from the Faculty of Law, University of Novi Sad, on the topic „Economic Effects of Risk Management in Emergency Situations.“ According to the agenda, the next presentation was delivered by Prof. Dr. Vanja Rokvić from the Faculty of Security Studies, University of Belgrade, who discussed „The Role of Armed Forces in Emergency Situations.“ Once again, Danilo Budimir from the Serbian Rescue Team took the stage, presenting the topic „Participation in International Exercises under INSARAG Systems: Practical Experiences.“ Following this lecture, participants enjoyed a brief 15-minute cocktail break for networking and refreshments.
After the break, Tina Šipicki and Nemanja Slepčević, representing the 112 Slepčević company, shared their knowledge on „The Synergy Between Theory and Practice in Risk Assessment and Protection and Rescue Planning.“ Dr. Bojan Mitrović from the Ministry of Internal Affairs of the Republic of Serbia followed with a presentation titled „Basic Swimming Skills as Essential Motor Abilities for Police Officers in Protection and Rescue Operations.“ Aleksandar Lazarević, also from the Ministry of Internal Affairs, provided insights on „Evacuation Tactics in Emergency Situations,“ while Davor Petrović, another representative of the Ministry, concluded the day with a lecture on „The Use of Firearms in Extreme Situations.“ With this final presentation, the second day of the seminar was successfully completed.
The third day of the seminar began, as on previous days, at 9:00 a.m., with a lecture by Dragan Adamović from the Serbian Firefighters’ Association on „Sheltering in Emergency Situations in Temporary Tent Camps: The Role of the Serbian Firefighters’ Association in the Protection and Rescue System.“ The next lecture, „Psychological and Psychosocial First Aid in Emergency Situations,“ was delivered by Prof. Dr. Slađana Jović from the Faculty of Security Studies, University of Belgrade. Following her, Prof. Dr. Snežana Knežević from the Faculty of Organizational Sciences, University of Belgrade, presented on „Audit of Fraudulent Activities in Emergency Situations.“
The seminar’s creator, Assoc. Prof. Dr. Vladimir M. Cvetković, gave a compelling lecture titled „Tactics for Protecting and Rescuing People in Emergency Situations Caused by Terrorist Attacks Using Weapons of Mass Destruction.“ Captain Vlado Vukas from the Ministry of Internal Affairs returned to the stage on the third day to discuss „Specialized Training for Fire and Rescue Unit Crews on Ships: Field Experiences.“ Prof. Dr. Miodrag Zečević from the Faculty of Technical Sciences in Čačak, University of Kragujevac, followed with a presentation titled „Modern Civilizational Trends and Emergency Situations.“ These sessions were followed by a lunch break.
The afternoon resumed with a presentation by Nedeljko Todorović from the Republic Hydrometeorological Institute on „Forecasting, Announcing, and Warning About Extreme Rainfall.“ Dragan Adamović then returned to the stage with a lecture on „Flood Defense of Watercourses and Reservoirs: The Importance of Preventive Flood Protection.“ Two lecturers, unable to attend in person due to COVID-19, participated online. Prof. Dr. Slavoljub Dragićević from the Faculty of Geography, University of Belgrade, and Prof. Dr. Stanimir Kostadinov from the Faculty of Forestry, University of Belgrade, presented on „Assessing Road Infrastructure Vulnerability to Flash Floods in Serbia: Field Experiences and Lessons Learned.“
The seminar concluded with two inspirational closing addresses. Captain Miloš Veličković, Head of Operational and Logistical Affairs at the Center for Military Medical Institutions in Belgrade, and retired Colonel Miodrag Savić shared their insights. Vlada Plemić from the Ministry of Internal Affairs’ Sector for Emergency Situations also contributed. Following these remarks, Assoc. Prof. Dr. Vladimir M. Cvetković and Prof. Dr. Vanja Rokvić presented the international DAREnet project (Danube River Region Resilience Exchange Network).
The seminar concluded with the president of the NSDR-URVS expressing gratitude to all participants and lecturers, inviting everyone to the certificate award ceremony and group photo session in the foyer of the Kolarac Endowment’s Grand Hall.
Participants, lecturers, and guests left the seminar with an abundance of positive impressions, personally conveyed to the seminar’s visionary, Assoc. Prof. Dr. Vladimir M. Cvetković, and his organizing team. Messages of support, congratulations, and feedback continued to arrive even after the seminar ended, providing the best evidence of the event’s success in achieving its goal of transferring knowledge from leading experts in emergency management to seminar attendees.
