About Us
The Scientific-Professional Society for Disaster Risk Management (SPS-DRM)(Naučno-stručno društvo za upravljanje rizicima u vanrednim situacijama) is a dynamic, non-governmental, non-profit organization dedicated to advancing the field of disaster risk management. Established for an indefinite period, our mission is to elevate the theoretical knowledge base, conduct cutting-edge quantitative and qualitative research, organize impactful national and international conferences, launch and manage academic journals, deliver comprehensive training programs, and perform thorough risk assessments, along with other academic activities in this vital field. Recognizing the immeasurable importance and pivotal role of non-governmental organizations and civil society in disaster risk management, including their proactive contributions to public policy, risk reduction actions, advocacy for enhanced preparedness and resilience, aid to affected individuals, and collaboration with emergency response services, Prof. Dr. Vladimir M. Cvetković founded NSDR-URVS on June 15, 2018. This organization unites scientists and practitioners from Serbia and the region to collectively advance theoretical and empirical principles and support local decision-makers and leaders in managing disaster situations effectively.
The Scientific-Professional Society for Disaster Risk Management (NSDR-URVS) is led by President Prof. Dr. Vladimir M. Cvetković, with Anja Beli serving as the Secretary. NSDR-URVS boasts a diverse membership of over 1,500 individuals, including professors from all state and private universities and faculties in Serbia, scientific researchers, practitioners (such as members of the police force, fire and rescue units, emergency medical services, military, and security-related NGOs), as well as students and young professionals directly or indirectly involved in research and practical activities related to emergency situations. Membership is open to all interested individuals and can be obtained by filling out the application form available on our website and submitting it via the Society’s email. Join us and be part of a vibrant community dedicated to advancing the field of disaster risk management.
To further enhance our scientific endeavors, on December 21, 2020, we adopted the Statute and established the International Institute for Disaster Research. This institute serves as a hub for basic, applied, and developmental scientific research in disaster risk management. Our research spans various crucial areas, including disaster and hazard phenomenology, preparedness and risk mitigation, protection and rescue operations, disaster recovery, international cooperation, and legal frameworks related to disasters. We are committed to exploring innovative solutions and sharing our findings to build a safer, more resilient world.
Goals of SPS-DRM
The Scientific-Professional Society for Disaster Risk Management (SPS-DRM) is committed to achieving several key objectives. Firstly, it focuses on conducting research in the field of disaster studies. This includes undertaking comprehensive studies to understand the various facets of disasters and their management. Secondly, the Society aims to establish and manage an international journal, specifically the International Journal of Disaster Risk Management, to facilitate the dissemination of research findings and advancements in the field. Additionally, SPS-DRM is dedicated to preparing, applying for, and implementing national and international projects on various aspects of disaster risk management. This involves collaborating with various stakeholders to secure funding and support for impactful projects. The Society also prioritizes the promotion, design, implementation, and improvement of preventive measures against disasters, ensuring communities are better prepared and resilient.
Another crucial objective is raising public awareness. SPS-DRM develops and executes campaigns, programs, and plans to enhance public understanding of the necessity for improved disaster preparedness. This includes educating the public on best practices and safety measures. Furthermore, the Society organizes national and international scientific conferences on disaster risk management, providing a platform for knowledge exchange and networking among professionals. Conducting expert risk assessments and developing protection and rescue plans for emergency situations are also vital goals. These activities ensure that there are robust plans in place to mitigate the impact of disasters. Moreover, SPS-DRM is committed to organizing and conducting various forms of training, courses, seminars, and other educational activities for citizens, students, and employees in interested institutions. These programs are designed to enhance skills and knowledge in disaster risk management. Lastly, the Society performs other tasks in accordance with the law and its Statute, ensuring compliance and alignment with broader regulatory and organizational frameworks. Exploring Multifaceted Factors Influencing Community Resilience to Earthquake-Induced Geohazards: Insights from Montenegro
This scientific monograph stems from a deep interest in the resilience of local communities to natural disasters, particularly earthquakes, which pose one of the greatest challenges humanity faces. In our quest to explore the multifaceted factors influencing this crucial dimension of societal preparedness, we focused on Montenegro, a country located in the seismic active zone of the Mediterranean. Through an in-depth analysis of various aspects, we aim to contribute to a better understanding of the factors shaping the resilience of local communities to earthquakes and provide guidance for the development of effective strategies and programs. Our research mission aims to identify key factors shaping the resilience of local communities to earthquakes and analyze the prerequisites for the development and implementation of various strategies and programs that would enhance the situation in this area. In doing so, we rely on an interdisciplinary approach, integrating insights from various scientific disciplines to gain a deeper understanding of the complexity of this issue. In this context, we consider demographic, socioeconomic, and psychological factors influencing the resilience of local communities to earthquakes. We understand that resilience is not only the result of technical preparations but also of deeper social, economic, and psychological dynamics. Through a systematic analysis of these factors, we strive to provide a comprehensive picture of the state of preparedness of local communities and to identify key points of intervention to improve their resilience. Research approach is based on the analysis of available data as well as on field research, including interviews with the population and relevant experts. This enables us to gain a more detailed insight into the perception and attitudes of citizens regarding preparedness for earthquakes, as well as to identify specific challenges faced by local communities. Given the complexity of the problem and the importance of an interdisciplinary approach, we aim for our monograph to be a valuable resource for various stakeholders, including government institutions, non-governmental organizations, local communities, and the scientific community. We hope that the results of our research will serve as a basis for the development of concrete action plans and policies that will enhance the preparedness of local communities for earthquakes. This monograph is not only the result of our research effort but also the product of collaboration with a wider community of experts and practitioners who have contributed their knowledge and experience to our understanding of this complex issue. Through the following pages, we will guide you through a deep analysis of the factors shaping the resilience of local communities to earthquakes, providing insight into the complexity of this problem and identifying opportunities for improving the preparedness of local communities. We hope that this monograph will be a valuable resource for all those involved in this important field and will contribute to strengthening the resilience of local communities to earthquakes and other natural disasters. A large number of social and natural factors influence the resilience of local communities to geohazards caused by earthquakes. Understanding these factors plays a crucial role in devising and implementing strategies to enhance resilience. The results of previous research on citizen resilience to geohazards caused by earthquakes have influenced the development of hypotheses, which are grounded in the concept of resilience. The general hypothesis involves testing the assertion that there is a relationship between demographic (gender, age, education, household size), socio-economic (employment, income level, marital status), and psychological characteristics (fear, past experience, risk perception) of citizens and their level of preparedness to respond to geohazards caused by earthquakes in the Republic of Montenegro. It is assumed that this relationship is at the pre-planning level, implying that citizens recognize the problem and accept that action must be taken. Based on the general hypothesis, three specific hypotheses have been defined: The first hypothesis concerns testing the assertion that there is a correlation between demographic factors (gender, age, education, household size) of citizens in the Republic of Montenegro and their resilience levels in responding to geohazards caused by earthquakes. The second hypothesis pertains to testing the assertion that there is a correlation between socio-economic factors (employment status, income level, marital status) of citizens in the Republic of Montenegro and their resilience levels in responding to geohazards caused by earthquakes. The third hypothesis concerns testing the assertion that there is a correlation between psychological characteristics (fear, previous experience, risk perception) of citizens and their readiness levels in responding to geohazards caused by earthquakes in the Republic of Montenegro. In the methodological framework of our research, we employed a combination of quantitative and qualitative methods to gather and analyze data. Surveys and interviews were conducted to collect quantitative and qualitative data, respectively, while statistical analysis techniques were applied to test the formulated hypotheses. Additionally, a comprehensive literature review was conducted to provide a theoretical foundation for our research and to contextualize our findings within existing knowledge. Through this methodological approach, we aimed to ensure the rigor and validity of our research findings. We extend our gratitude to the reviewers who provided valuable feedback and insights during the development of this monograph. Their contributions have undoubtedly enriched the quality of our work and have helped us refine our analysis and interpretations.
COMMUNITY DISASTER RESILIENCE IN SERBIA
In the face of natural disasters, communities are often the first line of defence, bearing the brunt of devastation while also displaying remarkable resilience in their aftermath. The ability of societies to withstand, adapt to, and recover from such crises is a testament to the strength and resourcefulness inherent in human communities. This monograph, titled „Community Disaster Resilience in Serbia,“ represents a concerted effort to delve into the underlying dynamics that shape a community’s capacity to cope with natural disasters. Fo-cusing on Serbia, a country with a rich tapestry of social, economic, and demographic complexities, this research endeavors to unravel the intricate interplay between various socio-economic and demographic factors and community resilience. The research methodology employed in this study is grounded in a comprehensive quantitative approach, leveraging rigorous statistical analyses to explore the multifaceted dimensions of community disaster resilience. Through the administration of a carefully crafted questionnaire to 321 participants in January 2024, we sought to capture diverse perspectives and experiences, enriching our understanding of the complex socio-economic and demographic landscape of Serbia. At its core, this study recognizes the critical importance of understanding how factors such as income, employment status, marital status, education, risk perception, gender, and age intersect to influence a community’s ability to withstand and recover from natural disasters. By shedding light on these nuanced relationships, we aim to equip policymakers, practitioners, and community leaders with evidence-based insights to enhance disaster preparedness and response efforts. A notable aspect of our methodology is the utilization of the snowball sampling method, which facilitated the organic expansion of our participant pool. By harnessing the networks and connections within communities, we were able to access a diverse array of voices, enriching our dataset and ensuring the robustness of our findings. Central to our inquiry is the exploration of how age, education, and gender intersect with broader social structures, capital, mechanisms, equity, diversity, and beliefs to shape community disaster resilience in Serbia. By elucidating these relationships, we aim to provide insights that can inform targeted interventions and policy initiatives aimed at bolstering community resilience across the country. This monograph holds significant importance in the field of disaster resilience research and practice for several reasons. Firstly, it fills a crucial gap in the existing literature by providing comprehensive insights into the impacts of demographic and socioeconomic factors on community disaster resilience, particularly within the context of Serbia. While studies on disaster resilience abound, there is a notable scarcity of research specifically examining the influence of demographic and socioeconomic factors on resilience in this region. Secondly, the findings of this research offer practical implications for policymakers, government agencies, non-governmental organisations, and community leaders involved in disaster management and resilience-building initiatives. By identifying key predictors and factors influencing community resilience, stakeholders can tailor interventions and strategies to address specific vulnerabilities and enhance the capacity of communities to withstand, adapt to, and recover from disasters effectively. Furthermore, the utilization of robust statistical methods and the comprehensive nature of the research design enhance the reliability and validity of the findings presented in this monograph. The employment of multivariate regression analysis allows for a nuanced understanding of the relationships between various predictors and different dimensions of community disaster resilience, providing valuable insights for both academics and practitioners. Moreover, by employing an adapted version of the ‘5Ssocial resilience framework, this research contributes to the advancement of theoretical frameworks and conceptual models in the field of disaster resilience. The application of such frameworks enables researchers and practitioners to systematically assess and evaluate the complex interplay between social, economic, and environmental factors shaping community resilience, thereby facilitating more informed decision-making and resource allocation. Overall, this monograph serves as a seminal contribution to the burgeoning field of disaster resilience, offering evidence-based insights and actionable recommendations for enhancing resilience-building efforts in Serbia and beyond. Its significance lies not only in its empirical findings but also in its potential to inform policy development, guide practice, and inspire further research in the pursuit of building more resilient and adaptive communities worldwide. Dear readers, we are pleased to present a thematic collection of papers entitled „Integrated Disaster Risk Management: Preparedness, Mitigation, Response, and Recovery.“ This collection is the result of independent research activities by dedicated professors and researchers, bringing together thirteen relevant scientific papers carefully selected to provide a comprehensive overview of various aspects of natural and anthropogenic disaster management.
In the process of creating this collection, each paper underwent careful review by a large number of experts, ensuring a high level of expertise and quality. The Scientific and Program Committee, composed of distinguished professors from various universities and faculties, contributed to the comprehensive consideration and selection of papers included in this edition. All papers in the collection offer skillfully elaborated perspectives on diverse aspects of disaster risk management. The authors have dedicated themselves to the analysis and consideration of the latest knowledge in the fields of preparedness, mitigation, response, and recovery after disasters, providing readers with a deep insight into the complexity and challenges arising from this important area.
With this collection, we aim to encourage dialogue and the exchange of ideas among experts, researchers, and all those involved in disaster risk management issues. We take great pleasure in presenting this collection, which covers diverse thematic units in line with current trends in the development of disaster studies. These thematic units span a wide range, encompassing both natural and anthropogenic hazards, and are organized into three main categories.
The first grouping of papers focuses on the preparation, mitigation, response, and recovery from disasters caused by natural hazards. Within this area, we explore the complex aspects of lithospheric disasters such as earthquakes, landslides, and volcanic eruptions. We also address the challenges posed by hydrospheric disasters like floods, avalanches, and mudslides. Atmospheric disasters, including stormy hail events, droughts, and extremely low and high temperatures, are also thoroughly examined. The biosphere takes center stage as we explore responses to epidemics, epizootics, epiphytotics, and forest fires.
The second grouping of papers delves deeper into the preparation, mitigation, response, and recovery from disasters caused by anthropogenic hazards. The comprehensive analysis covers nuclear and radiological disasters, industrial accidents, disasters related to transportation and infrastructure, incidents with hazardous materials, as well as the consequences of war-related destruction. The analysis extends to disasters caused by fires and those triggered by the use of weapons of mass destruction, including chemical, biological, nuclear, and radiological terrorism. Finally, the third grouping of papers highlights innovations in the preparation, mitigation, response, and recovery from disasters caused by both natural and anthropogenic hazards. This section presents proactive initiatives and new approaches contributing to the evolution of disaster studies. By focusing on innovations, we hope to inspire new perspectives and methodologies that can further enhance our ability to protect communities from challenges.

The paper titled „The Role and Significance of Teachers in Education for Natural Disaster Risk Reduction“ provides relevant and deeply thoughtful perspectives on the importance of the role of teachers in the educational process aimed at reducing the risk of natural disasters. In light of the increasingly frequent disasters and accidents affecting communities worldwide, the obligation to educate students about risk reduction measures becomes essential. The author emphasizes that while teachers cannot be the sole bearers of this responsibility, their role, especially in the classroom where students look up to them, has a powerful impact. The paper explores how teachers, as key actors in the educational process, can harness the potential of educational content to provide students with the necessary knowledge about reducing the risk of natural disasters. The author also highlights that working with a population that often represents the most vulnerable part of society further motivates teachers to focus on this important aspect of education. Additionally, the paper emphasizes that extracurricular activities provide additional opportunities for conducting education on disaster risk reduction. The text poses key questions that teachers will ask themselves as they engage in the field of disaster risk reduction education. Some questions remain open, serving as guidelines for further reflection and adaptation of teaching to the specifics of students and the local situation. On the other hand, the author provides answers to certain questions, offering support to teachers in their work in this important area. The subject of the paper includes a detailed analysis of the role and significance of teachers in the context of education for the reduction of natural disaster risks. Through the exploration of educational program objectives, the author highlights how opportunities are provided for all younger school-age students to gain knowledge and develop awareness of measures to reduce the risk of disasters. This paper is a valuable contribution to understanding the key role of teachers in education that goes beyond the classical educational framework and is aimed at building more resilient and safer communities.
Despite the international challenges posed by nature, focusing on global cooperation can provide lasting solutions. The paper titled „Improving Flood Response Capacities – Learning from Slovenia’s Experience for Serbia and Bosnia and Herzegovina“ represents a significant contribution to understanding how one country, in this case, Slovenia, can use the experiences and mechanisms of civil protection at the European level to enhance its capacities to respond to natural disasters. The author, Jelena Simović from the Mountain Rescue Service of Bosnia and Herzegovina, through the analysis of floods that hit Slovenia in August 2023, explores how the effective use of the EU Civil Protection Mechanism positively impacted the readiness and response capacities of that country. This paper not only provides insights into specific situations in Slovenia but also serves as a valuable source of lessons for other countries in the region, especially Serbia and Bosnia and Herzegovina in the Western Balkans. Through the analysis of lessons learned, the paper highlights the potential for improving civil protection systems in Serbia and Bosnia and Herzegovina, using the experience and mechanisms that have proven effective in Slovenia. Special attention is given to regional and cross-border cooperation, emphasizing the importance of strengthening disaster resilience in a region increasingly exposed to natural disasters. The paper also underscores the critical need for international cooperation, not only in responding to disasters but also in promoting reconciliation and collaboration between countries in the Western Balkans. The author lays the foundation for understanding the role of international cooperation in building a more stable and secure future for the entire region. This comprehensive review is a call to action, a call for dialogue and collaboration to jointly strengthen response capacities to natural disasters. We hope that this paper will stimulate further research and initiatives that will contribute to building more resilient and safer communities in the Western Balkans.
The paper titled „Sources of Fires in Penal Institutions“ represents a serious and necessary contribution to the field of security within the penal system. Authors Dejan Novaković, Martin Matijašević, and Željko Lazić provide deeply considered analyses of fire sources in these specific institutions, opening an important discussion on fire risk management. Dejan Novaković, representing the Ministry of Justice, Administration for the Execution of Criminal Sanctions, shares practical experience as the director of the Penal and Correctional Institute Požarevac-Zabela. Martin Matijašević from the Scientific and Expert Society for Risk Management in Emergencies in Belgrade, and Željko Lazić from the Academy for National Security in Belgrade, contribute to a multidisciplinary approach to the topic, combining legal, scientific, and security perspectives. The paper addresses the complex issue of fire sources in penal institutions, recognizing dissatisfaction, freedom as motivation, as well as other risks related to accommodation, food, and the treatment of personnel responsible for supervision and care. The authors particularly highlight intentional fire setting but also broader sources of risk such as workshops, boiler rooms, storage areas, electrical installations, and other elements present in these institutions. The paper also emphasizes the importance of identifying and assessing all potential threats and implementing adequate security measures. Fire risk management in penal institutions requires a holistic approach, including organizational and physical-technical measures. The authors call for a joint effort to develop strategies that will strengthen the resilience of the system to challenges arising from the risk of fires. This paper has the potential to inspire further research and practice in the field of security in penal institutions, contributing to the improvement of the system and creating a safer environment for all stakeholders involved.

This paper, titled „Basic Training of Members of Volunteer Fire Brigades,“ represents a significant contribution to understanding the role of volunteer fire brigades in the fire protection and emergency response system in the Republic of Serbia. Author Dejan Đurđević, representing the Ministry of Internal Affairs of the Republic of Serbia, Logistics Sector, through this paper shares important steps and efforts taken to strengthen the capacities of volunteer fire brigades. In recent years, the Ministry of Internal Affairs, through the relevant service – the Sector for Emergency Situations, has recognized the crucial role of volunteer fire brigades in fire protection and response to emergency events. The tradition of voluntary engagement of citizens in volunteer fire departments, especially in the northern province of the republic, has a long history. The author emphasizes the importance of building the capacities of these units, with a focus on organizing basic training for their members. The basic training presented in this paper enables the acquisition of knowledge, skills, and attitudes necessary for the tasks of members of volunteer fire brigades. Addressing key aspects of volunteer firefighting, the paper highlights the importance of training as a crucial factor in an effective response to challenges in the field of fire protection. Drawing on her experience in the Defense Policy Sector of the Ministry of Defense of the Republic of Serbia, the author introduces us to the issues of the insufficiently developed theoretical-practical framework in this field, emphasizing the need for a systematic approach to managing financial risks in natural disasters. The lack of an adequate theoretical-practical framework can lead to serious problems for the state, its institutions, and the population. The author explores the experiences of other countries and highlights the importance of well-developed procedures for assessing and managing financial risks during and after natural disasters. Given the increasing frequency and severity of such events, it is crucial to consider the financial aspect of risk management to avoid potential difficulties and ensure an effective response from the state and its institutions. The author utilizes the available theoretical knowledge in this field and previous experiences related to the financial costs of natural disasters in the Republic of Serbia. By analyzing the current situation and providing insights into existing challenges, the work serves as a foundation for further research and the development of effective strategies for managing financial risk in natural disasters. We hope that this analysis will stimulate the development of appropriate policies and procedures to enhance society’s resilience to the increasingly common challenges of natural disasters.

The authors, experts from the Public Enterprise for Underground Coal Exploitation – Resavica, examine basic data on the geographical location, geomorphological conditions, and mining activities of the mine, offering readers a detailed understanding of the challenges in this specific mining environment. The work is conceptually divided into four parts. The first part provides basic information about the mine’s location and characteristics. The second part analyzes the mechanisms of slope failures and landslides from a geological perspective, providing readers with a deeper understanding of factors contributing to these natural events. In the third part, the authors address the analysis of potential landslides and slope failures on the surface, concurrently investigating terrain deformations produced by underground coal mining. Finally, the fourth part provides concrete preventive measures and tasks for effective risk management, including monitoring and measures to prevent potentially catastrophic situations. The goal of this work is to identify potentially dangerous locations, improve the risk management system through the implementation of monitoring systems and concrete preventive measures. Preparedness of High Schools in the Western Morava Basin in the Republic of Serbia for Disaster Risk Reduction and Emergency Management
Scientific research titled „Readiness of High Schools in the West Morava River Basin in the Republic of Serbia for Disaster Risk Reduction and Emergency Management“ aimed to explore the factors influencing the readiness and capacities of high schools, civil society organizations, and local governments, including civil protection departments, in the West Morava River Basin in Serbia in preventing disaster risks in accordance with the Law on Disaster Risk Reduction and Emergency Management. The research included an analysis of the effectiveness of collaboration between civil protection departments, high schools, and civil society organizations in the West Morava River Basin regarding integrated disaster risk management, the involvement of youth and civil society organizations in the reform of integrated disaster risk management, the level of readiness, and the factors influencing youth in raising public awareness of the importance of disaster risk reduction, as well as the development of multisectoral collaboration between high schools, local governments, and civil society organizations in reducing disaster risks. The general hypothesis of the research suggests that the level of readiness and capacities of high schools, local governments, and civil society organizations are lower, there is insufficiently effective collaboration, limited youth representation in reform processes, and underdeveloped multisectoral cooperation, as confirmed by the research. Using a multi-method approach, existing data sources, documentation, archival material, and data generated through surveys of students, teachers, and employees in civil protection departments were utilized. Quantitative research methods were employed for data analysis, including parametric and non-parametric statistical techniques. The results of the analysis provided insights into the effectiveness of the disaster preparedness system in the researched area, laying the foundation for further recommendations and system improvement. Examined topics covered various aspects of disaster preparedness, including attitudes towards the role of students, the level of school preparedness, and the desire for additional training for teaching staff. The results indicate widespread support for involving students in disaster risk reduction activities, and the proposed recommendations include additional training for teachers, increased budgets for disaster risk education, stronger collaboration with relevant institutions, the introduction of practical exercises into the educational process, and enhanced awareness of collaboration opportunities. The results highlight the dominant use of the internet as the main source of information on disasters, emphasizing the importance of online resources in education. Weaknesses in school collaboration with specialized institutions and low parental involvement underscore the need for stronger collaboration between the education system and interested institutions. Student attitudes toward introducing disaster-related subjects vary, raising the need for additional analysis and curriculum adjustments. Insufficient partnership with non-governmental organizations and civil society indicates the need for expanded education beyond the formal educational framework. Students express the need for practical education and training, emphasizing the importance of evacuation simulations. Analyzing student attitudes regarding disaster preparedness reveals a high degree of agreement on involving students in preparedness plans. It is essential to emphasize students’ inclination towards introducing subjects on safety culture and their awareness of the importance of individual preparations in emergencies. In conclusion, the research provides significant recommendations for improving educational strategies and collaboration in the field of disaster preparedness. These recommendations aim to raise educational standards and enhance overall safety in schools, creating an efficient and comprehensive disaster preparedness system in the educational environment. Based on the conclusions, the following recommendations are proposed: 1. Schools should actively collaborate with specialized institutions to provide updated and relevant disaster information. 2. Develop mechanisms for actively involving parents in disaster education to create synergy between school and family. 3. Consider integrating disaster-related materials into other subjects to better cover this topic within the existing curriculum. 4. Encourage the use of online resources for disaster education, providing students access to reliable information. 5. Collaborate with non-governmental organizations and civil society to enhance additional disaster education beyond the school curriculum. 6. Develop practical education programs, including evacuation simulations, to improve understanding and preparedness for disaster response. 7. Implement disaster simulations and evacuation exercises for active student participation in preparation processes and skill development. 8. Encourage and motivate teachers to conduct evacuation exercises, educate themselves on emergency response procedures, and transfer this knowledge to students. 9. Allow students to participate in disaster preparedness planning processes to strengthen their personal responsibility and awareness of risks. 10. Develop and strengthen collaboration with relevant disaster management authorities, schools, and rescue services for more effective student education. 11. Consider introducing subjects on Safety Culture into the curriculum to systematically address disaster risk reduction topics. 12. Increase student awareness of legal obligations related to disaster risk reduction to promote responsibility and compliance with regulations. 13. Conduct education on proper emergency response and enhance awareness of risks. 14. Ensure inclusivity in disaster preparedness processes, considering the diverse needs and abilities of students. 15. Comprehensive teacher training should include topics such as first aid and student safety during disasters. 16. Intensify collaboration with rescue services and non-governmental organizations, including regular meetings, joint exercises, and resource and information sharing. 17. Integrate practical exercises into the regular curriculum, focusing on realistic scenarios that may occur in a specific community. 18. In addition to organizing workshops and seminars, it is important to develop online platforms that provide continuous access to information on collaboration with rescue services and non-governmental organizations. 19. Improve access to information: organize training and workshops for teachers to enhance their understanding of disaster risk reduction. 20. Invite local disaster risk management experts to share their knowledge with teachers and students, etc. All these recommendations can contribute to the creation of a more effective disaster education system, increasing students’ knowledge, awareness, and readiness to respond adequately in emergencies. These recommendations aim to strengthen the disaster education system and collaboration between schools and all relevant organizations, contributing to an overall increase in the safety of students and the preparedness of teaching staff to respond in emergency situations. Directed at various aspects of the educational process, these recommendations provide a complex and comprehensive approach to raising awareness and preparing for disasters in the education system.

The term „human capital“ is inextricably linked to Human Resources, serving as a nuanced reflection of their physical, spiritual, and emotional characteristics. The result of engaging human resources in the environment transcends mere utilitarianism and could not hitherto be accurately identified with their overall resources. Detecting, targeting, and engaging the latent human potential in environmental protection emerges as a profound challenge, requiring a multidimensional approach. Provided it is secured by robust environmental support, the „human capital“ owned by a unit of local government transforms into a potential driving force of high-value performances within the environment and the jurisdiction covered by the local government. The role of human resources in environmental protection is not just significant but indispensable. Consequently, there is an immense need to focus on comprehending the behavior of human resources and identifying opportunities for their holistic development. This emphasis is crucial as it positions human resources as a decisive factor influencing and affecting the continuity in achieving environmental sustainability. Human resources within local governments are dynamic entities capable of learning, expressing the ability to create, acquire, and transmit new knowledge and concepts. They do so successfully by adapting these innovations to their neighborhoods, their environment, and their overarching intentions. The Historical Development of the Scientific-Professional Society for Disaster Risk Management
Introduction of Science and Expertise into the Field of Disaster Risk Management represents a crucial step in modern society as it faces increasingly frequent and destructive emergencies. These challenges, regardless of their nature, are becoming ever more pervasive and often unavoidable, requiring a serious and proactive approach to ensuring the safety and stability of our communities. This is particularly evident in the context of the increasing frequency of natural disasters, technological incidents, and growing risks and threats. For this reason, the Scientific-Professional Society for Disaster Risk Management (NSD-URVS) was founded in June 2018. The initiative to establish this Society stemmed from the recognition of the key role that non-governmental organizations and civil society play in disaster risk management processes. Their proactive contribution to public policy, improvement of preparedness and resilience, as well as providing assistance to those in need, deserves special recognition and support.
Prof. Dr. Vladimir M. Cvetković was the leader of this initiative, proposing the creation of NSD-URVS with the promise of bringing together relevant experts and practitioners from Serbia and the wider region. Their shared goal was to improve the theoretical and practical foundation of disaster risk management, with the intent of providing concrete guidelines and support to local decision-makers and leaders in emergency management processes. This initiative laid the groundwork for interdisciplinary collaboration and knowledge integration in the fight against persistent risks, while also demonstrating how essential collective initiatives are for maintaining the security and well-being of our communities. Managing these risks requires a holistic approach, involving numerous sectors and stakeholders, as well as multidisciplinary cooperation between scientists, practitioners, and decision-makers.
Through a detailed examination of the Society’s founding and development, this book provides insight into the key steps and initiatives that led to the formation and growth of NSD-URVS. The founding assembly, held on that day, formalized the establishment of this Society, which brought together experts from various faculties, including the Faculty of Security Studies, the Criminalistic-Police University, the Faculty of Geography, and the Faculty of Forestry. Professors unanimously adopted the Statute and established the Scientific-Professional Society for Disaster Risk Management, also known as the Scientific-Professional Society for Disaster Risk Management.

Medijski sistem Bosne i Hercegovine i promene identiteta
Ova monografija je rezultat i nastavak autorovih interesovanja i istraživanja u oblastima srodnim temi master rada, koji je odbranio na Kriminalističko-policijskom univerzitetu u Beogradu. Izbor predmeta istraživanja, ali i primenjena naučno-stručna aparatura ukazuju na multidisciplinarnost pristupa i njegovu društvenu opravdanost. Naime, osim studija medija, konfliktologije, teorije identiteta, sociologije, komunikologije, politikologije i nauke o bezbednosti, u radu su umnogome zastuplјene i mnogobrojne srodne društvene discipline ‒ etika, istorija, međunarodno pravo, politički marketing, diplomatija i druge. U skladu s multietničkom, multiverskom i multikulturnom orijentacijom Bosne i Hercegovine, autor je nastojao da, proučavajući sveukupnost komunikacijske prakse, sagleda aktuelne rezultate u izgradnji novih identiteta. S obzirom na to da su u istraživanju korišćeni relevantni teorijski izvori, empirijska istraživanja i radovi iz različitih naučnih polјa, za analizu svake pojedinačne oblasti primenjivan je odgovarajući kategorijalni aparat.
Osnovni cilј autora je bio da kroz određenje istorijskog konteksta nastajanja savremenog medijskog sistema Bosne i Hercegovine istakne njegov značaj u političkom, etničkom, nacionalnom, kulturnom i obrazovnom smislu, uvek iz aspekta bezbednosti. Sistematiza-cijom teorijskih pristupa i tipologijom modela medijskih sistema identifikovane su informacione determinante unutar šireg komunikacijskog kompleksa Bosne i Hercegovine u periodu 1997‒2022. godine. Na taj način je ukazano i na funkcionalnost, prirodu i obrazac modifikovanja medijskog sistema u skladu s procesima digi-talizacije, ali i na poziciju međunarodnih aktera koji pokušavaju da iz senke oblikuju agendu za promenu svesti javnog mnjenja. Name-ra autora je bila da pojasni teorijsko određenje i pozicioniranje medijskog sistema u okvirima prirode i delovanja javnih medija i kontekstu uticaja na kreiranje novog identiteta koji bi odražavao kolektivitet stanovništva Bosne i Hercegovine.
Rad je metodološki strukturiran u tri poglavlјa ‒ Uloga i značaj komunikacionih agensa i njihovog uticaja na društvo, Normativni okvir medijskog sistema Bosne i Hercegovine i Funkcije medijskih sistema u kreiranju identiteta i nacionalne bezbednosti, pri čemu svako od njih predstavlјa zaokruženu teorijsko-empirijsku celi-nu. Usled ubrzanih i sveobuhvatnih tehnoloških promena unutar medijskog kompleksa Bosne i Hercegovine, društvo je poprimilo sasvim drugačije, modernije i eksplozivnije komunikacijske okvi-re. Spajanjem kompjuterskih mreža, telekomunikacija i klasičnih masovnih medija nastali su mnogobrojni njuz portali i hibridni mediji. U praksi je auditorijum razmasovlјen, odnosno podelјen na stariju publiku, vernu klasičnim medijima, i mlade koji informacije uglavnom traže u virtuelnom prostoru. Novija istraživanja percepcije i stavova građana/ki Bosne i Hercegovine ukazuju na promenu svesti javnosti s postepenim razotkrivanjem nastojanja političkih elita da ih „svojim slikama stvarnosti” antagonizuju s Drugima. Kreiranje atmosfere zamrznutog koflikta sa susednim etnicitetima ili konfesijama ima za posledicu latentno ili manifestno narušavanje nacionalne bezbednosti, odnosno nedovršeno i nestabilno društvo.
Monografija pred čitaocima predstavlјa skroman doprinos autora nastojanjima da se ukaže na snagu i moć svakog pojedinca, naročito u društvima u tranzicionim promenama. Ekskluzivnost uloge medijskih sistema u kreiranju novih identiteta nesumnjivo je veoma važna za širu javnost, ali i za sveukupnu bezbednost države. Građa-ni/ke nisu dovolјno upoznati s fenomenima participativnog novinarstva, formalnih i neformalnih socijalnih medijatora ili virtuelnim oblikovanjem javnosti, iako svojevolјno ili ne već umnogo-me učestvuju u propagandnim postupcima. Rasvetlјavanje takvih promena, kao i ukazivanje na zamke i opasnosti od političkog uplitanja, zloupotreba i uticaja na medijsku stvarnost bili su motiv i povod za nastanak ove knjige, koja će, kako autor istinski veruje, biti njegov skroman doprinos razvoju i demokratizaciji društva, negovanju tolerancije i stvaranju sigurnijeg bezbednosnog okruženja.
Fire Risks in Correctional Facilities
The security of specific facilities against fire, in this case, correctional institutions as establishments for the execution of criminal sanctions, is based on a security risk assessment of these facilities. This assessment serves as the foundation for determining protection goals, tasks, and stakeholders. To assess the possibility of improving fire risk assessments in correctional institutions, this research presents the current state of fire risks. The publication showcases a coherent and well-sourced writing style cultivated at the Department of Emergency Management and Environmental Security Studies at the Faculty of Security, University of Belgrade. I recommend this publication to all students of the Faculty of Security, University of Belgrade.
The monograph „Fire Risks in Correctional Facilities“ is structured into four chapters that systematically analyze fire risks in high-security risk institutions, such as prisons. The publication is rich with valuable guidelines for risk management and recommendations that can be universally applied to reduce fire risks. I recommend this publication to both the scientific and professional communities, as well as to the broader readership interested in increasing fire safety awareness.
Fire plays a significant role in terms of safety and economics, as it represents any uncontrolled spread of fire in space that causes material damage and often results in loss of life. The fact that there is no area of human activity without the possibility of a fire-related event has led to the implementation of certain fire safety activities to prevent fires and reduce their consequences. A significant number of fires and explosions occur due to non-compliance with basic safety conditions, errors in handling, failure to fulfill mandatory training for employees and inmates, poor organization, violations of safety rules, and more. Ensuring the safety of any technological process is impossible if all necessary organizational and technical measures for fire and explosion protection have not been taken.
In line with the research results, a systematic approach to optimizing the fire risk management model in correctional institutions in the Republic of Serbia is presented in several segments. The first part of the research highlights the informal inmate system, which largely indicates the specifics of organizing fire protection in closed institutions. It is noted that a system of continuous education for both employees and inmates on fire risks is necessary to raise safety awareness. In the normative aspects of executing criminal sanctions, it is essential to adopt appropriate acts that would regulate fire protection, which is specific and assessed for each institution individually.
The case study presented in the research sheds light on the state of fire protection organization, potential types and sources of danger for the outbreak and spread of fire in the Zabela Correctional Institution, architectural and technical conditions, and the organization of the fire protection service. It summarizes all fire protection activities applied at the level of correctional institutions in the Republic of Serbia and highlights material and systemic issues. This publication represents a unique scientific and professional work in our region and beyond. It primarily arose as a symbiosis of theory and practice, reflected in the author’s many years of fruitful work experience. This is the first publication of its kind that comprehensively analyzes the field of fire risk management in correctional institutions. Particularly valuable is the section of the publication that scientifically explains the area of intentionally caused fires in correctional facilities.

The book Tactics of Protection and Rescue in Disasters represents a pioneering, original, and comprehensive work that systematically and in a simplified and understandable manner describes the operational, tactical, and strategic aspects of designing, implementing, and applying protection and rescue measures in various disasters caused by both natural hazards (earthquakes, landslides, avalanches, floods, wildfires, tsunamis, epidemics, volcanic eruptions, extreme snowfalls, and others) and anthropogenic or technical-technological hazards (nuclear and radiological accidents, industrial and transport hazards, hazardous materials, war destruction, and terrorist attacks).
This textbook on disaster protection and rescue tactics is primarily intended for undergraduate, master’s, and doctoral students at the Faculty of Security Studies at the University of Belgrade and the Criminalistic-Police University, but also for the broader scientific and professional public interested in the latest solutions, methods, and principles of protecting people and property during disasters caused by natural and anthropogenic hazards.
The author has worked diligently to ensure that the textbook content aligns with the curriculum of the Protection from Natural and Anthropogenic Disasters course, taught in the fourth year of undergraduate studies at the Faculty of Security Studies. As such, considerable effort has been made to harmonize the textbook’s standards with the fundamental scientific, professional, pedagogical, and didactic-methodological requirements and standards. Unfortunately, there has been a lack of textbooks in our region that provide a comprehensive view and understanding of tactical procedures and recommendations for dealing with different types of disasters. In domestic scientific literature, the area of disaster protection and rescue tactics has been insufficiently researched, systematically structured, and explored comprehensively in a single textbook. Various scientists from different fields have approached this subject sporadically. However, the uniqueness of this book lies in the author’s significant efforts to comprehensively enhance the modest and underdeveloped body of scientific knowledge about the diverse tactical approaches to phenomenologically and etiologically distinct disasters that threaten individuals and society.
This book is fully aligned with the specific approaches that the author applies to examine the issues of protection and rescue tactics in disasters. The author presents numerous practical examples that form the basis for the elaboration of recommended and proper procedures for all relevant service members during disasters. Additionally, the development of theoretical principles, concepts, and suggestions is based on the author’s extensive research experience, which has significantly contributed to writing this textbook.
The book synthesizes the results of the author’s numerous scientific studies published over the last ten years, which represent a rich theoretical and empirical data repository created over the last decade of his research work. The quality of the textbook is reflected in its alignment with the latest theoretical developments and the body of theoretical and empirical knowledge in disaster protection and rescue in countries such as Russia, the United States, China, Germany, and others. While working on the book, the author encountered numerous challenges and obstacles that had to be overcome to ensure the book’s scientific and pragmatic value. Selecting the most important tactical solutions in different national disaster protection and rescue systems was a real challenge, requiring considerable thought to adapt tactical recommendations to the socio-economic and other conditions in Serbia. Adapting the rich scientific and professional terminology from various languages and socio-political and economic contexts, in the context of disaster protection and rescue tactics, required proposing new terms suitable for the Serbian-speaking area. The translation of many professional terms in disaster studies is neither universally established in theory nor in practice, emphasizing the importance of universal terminology, especially in joint operations aimed at preventing the occurrence or spread of disaster consequences.
The concept, organization, and text of the textbook were accompanied by serious challenges, and it was difficult to meet all the demands that arose during the writing process. Page limits, the need to satisfy scientific and professional requirements, and creating a foundation for further advancement and development of theoretical and empirical scientific knowledge across various disciplines impacted the quality, organization, and comprehensiveness of the book. For these reasons, the author believes that all suggestions, critiques, debates, observations, and comments will be of great importance for improving the textbook text in future editions, which will mature alongside the development of the scientific discipline of disaster protection and rescue tactics.

The subject of disaster protection and rescue tactics is thoroughly examined, emphasizing its main etiological and phenomenological dimensions. Additionally, challenges and opportunities for the development of disaster protection and rescue tactics are explained, with a particular focus on its connection to the broader development of disaster studies. The wealth of scientific knowledge about the causes and consequences of natural hazards is highlighted, although these hazards continue to cause disasters, particularly in developing countries. Data sources on disaster protection and rescue tactics are described, which are gathered from various existing and generated databases. Several research organizations hold multiple databases containing direct or indirect information about protection and rescue tactics. Finally, an overview of the basic data sources is provided, along with descriptions of their characteristics and importance for the development of theory.
The second chapter examines the conceptual definition of disaster protection and rescue measures and considers the historical aspects of the development of such measures from the post-World War II period to the present. Different periods of development and application of protection and rescue measures in practice are explained. The chapter elaborates on various types of disaster protection and rescue measures: early warning systems, public notification and alerting, evacuation, search and rescue measures, site sanitation, organization of corpse burials, disaster risk insurance, mobilization, and protection of critical infrastructure. The evacuation of people during disasters is thoroughly explained, including the organization and planning of evacuation measures. The sanitation section focuses on the organization of post-disaster corpse burials. Finally, an overview of the main characteristics of natural and anthropogenic hazards as disaster causes is provided.
The third chapter introduces the conceptual foundations of managing disaster protection and rescue measures. The characteristics and specifics of managing protection and rescue measures at different levels (strategic, tactical, and operational) are considered. At the tactical level, the responsibilities and procedures of the management staffs for protection and rescue measures are examined. In the operational level of disaster protection and rescue management, the chapter elaborates on the responsibilities of intervention leaders, safety assessment, area management and control, information and resource management, and post-disaster reporting. Special attention is given to the logistical aspects of supporting the management of protection and rescue measures. The tasks and activities of various departments that are important for logistical support are considered: the planning department, the material supply department, the operations department, the administrative-legal and finance department, as well as the role of information systems in disaster protection. An overview of the characteristics, organization, and functioning of disaster protection and rescue systems in Russia, the United States, Serbia, Germany, and China is provided. Emphasizing the importance of learning from past disasters, the chapter aims to extract lessons to improve protection and rescue systems and prevent the recurrence of such consequences.
The fourth chapter comprehensively, logically, and systematically examines the various roles and tasks of emergency and rescue services in disasters, such as the police, fire and rescue units, emergency medical services, military, civil protection units, and other disaster risk reduction stakeholders. Special attention is given to considering all direct and indirect measures taken to protect emergency and rescue service personnel during their activities. Additionally, the equipment used by the members of these services to prevent or mitigate the consequences of natural or anthropogenic hazards is described in detail. The importance of training is not overlooked, and various training activities and methods for the mentioned service members are outlined. Recognizing the importance of communication in disasters, the author describes the functioning of different communication networks during disasters. Finally, an overview of various procedures for conducting decontamination and site sanitation operations is provided, including emergency and mass decontamination activities in different disaster contexts.
Chapters five to eleven provide an overview of the most important tactical principles and recommendations for protection and rescue operations, as well as specific operational tactical and technical measures and actions during disasters caused by natural and technical-technological hazards. Tactical principles for protecting and rescuing people in various mentioned hazards are thoroughly described and analyzed. Additionally, special attention is given to the conceptual definition and characteristics of hazards of significance for protection and rescue. Furthermore, the organization and specific protection measures in disasters are examined. Rescue operations in disasters caused by earthquakes, landslides, avalanches, and volcanic eruptions are clarified and described. Consequently, for each of these hazards, their characteristics, protection organization and measures, and rescue organization are considered in detail.

The Collection of Regulations in the Field of Emergency Situations, authored by Prof. Dr. Vladimir M. Cvetković and the Head of the Sector for Emergency Management, Luka Čaušić, is designed for all members of emergency and rescue services (such as the Sector for Emergency Situations, police, military, emergency medical services, mountain rescue services, civil protection units, and volunteer fire departments) who deal with disaster response, as well as employees in state administration bodies, autonomous provinces, and local government units involved in disaster risk management.
Additionally, it is intended for those taking professional exams in disaster risk assessment, as required by the regulations on the program, procedures, and costs of the exam, as well as for fire protection exams in accordance with the relevant training and exam regulations. Moreover, the collection serves as a valuable resource for researchers and experts in disaster studies and for students at institutions such as the University of Belgrade’s Faculty of Security Studies, Criminalistic-Police University, the Faculty of Geography, and the Faculty of Law in Novi Sad.

Disaster risk management
After a decade of academic and research work in disaster studies at the Criminalistic-Police University and the Faculty of Security Studies at the University of Belgrade, the scientific and pedagogical conditions have been met for me to write a textbook that synthesizes the various segments of theoretical achievements in the field of contemporary disaster risk management. This is a relatively young scientific discipline in this region and the first work that systematically and comprehensively elaborates on all the measures and activities that modern disaster risk managers must undertake at different stages (mitigation, preparedness, response, and recovery) of contemporary disaster management to prevent or reduce the negative consequences of increasingly frequent natural and technical-technological hazards.
The textbook is intended for undergraduate, master’s, and doctoral students at the Faculty of Security Studies at the University of Belgrade and the Criminalistic-Police University, as well as the broader scientific and professional readership (researchers in the field of security studies, emergency services, etc.), who are increasingly recognizing the necessity of a more detailed understanding of the multidisciplinary approach to identifying, analyzing, and addressing disaster risks. The content of the textbook aligns with the curriculum of the course Disaster Risk Management, taught in the third year of undergraduate studies at the Faculty of Security Studies. Special attention was paid to meeting the scientific, professional, pedagogical, and didactic-methodological standards while writing the textbook. Consequently, an extensive body of scientific and professional literature from numerous relevant foreign and domestic authors was used. Additionally, the author incorporated a wealth of his scientific and professional works, which have been scientifically verified by numerous international and domestic reviewers, into the textbook. Furthermore, most of the research results I conducted both domestically and internationally have been included in the textbook to enrich it with scientifically verified facts. The invaluable experience of working with students allowed the text to be free of additional academic complexities that might hinder the understanding of basic knowledge in disaster risk management.
The author has made significant efforts on the professional, scientific, and pedagogical levels, but errors are still possible. Therefore, all well-intentioned comments and suggestions are gratefully accepted. The first edition of the textbook has certain limitations due to the insufficient theoretical development of the scientific discipline and will contribute to creating the conditions for theory building. I would like to emphasize that this textbook is the first of its kind published in the Serbian language in this region, which will greatly contribute to advancing knowledge and professional competencies for the broader professional public. Nuclear Disaster Management
The book Nuclear Disaster Management is an original, comprehensive, and the first work of its kind in the region, presenting the results of theoretical and empirical research on the characteristics of various phases of integrated management in nuclear disasters. These phases include: prevention and mitigation of nuclear disaster risks; preparedness of citizens, local communities, and the state for nuclear disasters; response (protection and rescue measures along with the tactics of their application); and recovery from the consequences of nuclear disasters. In addition, the authors describe the complex phenomenology of nuclear disasters in an intuitive, accessible, and understandable way, with a particular focus on the peaceful use of nuclear energy and nuclear terrorism as one of the most serious security threats of the 21st century.
Alongside comprehensive theoretical elaborations, the scientific monograph presents the results of quantitative research examining the impact of demographic, socio-economic, and psychological characteristics of respondents on their views regarding various relevant issues in nuclear disaster management. These issues include risk perception and fears about nuclear disasters, attitudes towards the acceptance or rejection of nuclear energy use for peaceful purposes, multidimensional preparedness of citizens, local communities, the state, and emergency services (police, fire and rescue units, and emergency medical services) to respond to nuclear disasters, and perceptions of the positive and negative aspects of amending nuclear power plant legislation in Serbia.
Through multi-stage random sampling, several hundred citizens in the city of Belgrade were surveyed using the snowball sampling method. The collected data were analyzed and interpreted using statistical techniques such as multiple regression, chi-square test, one-way ANOVA, t-test, and Pearson’s linear correlation. The research results significantly contribute to advancing the theoretical and empirical body of scientific knowledge, which can be used to develop strategies and programs aimed at improving public preparedness for responding to various nuclear and radiological disasters.

Disaster Myths: Truths and Misconceptions
The book „Myths about Disasters: Truths and Misconceptions“ presents a rich repository of data on the most current and prevalent myths in the field of disaster studies, which differ in their morphology and social functionality. Skillfully and insightfully explaining the opposing ways of interpreting human behavior during disasters, the authors, in an interesting, knowledgeable, and witty manner, elaborate on general disaster myths, myths in the healthcare domain, as well as those related to the provision of humanitarian aid. Continuously seeking to uncover truths and misconceptions, the authors, in a masterful and scientifically acceptable style, re-examine numerous myths: natural disasters are exceptional and rare events; disasters kill randomly without regard to economic or social status; technology will save the world from natural disasters; earthquakes are natural hazards that cause large human casualties; natural disasters weaken the morality of affected communities; people are reluctant to evacuate during disasters; after a disaster, things return to normal within a few weeks; temporary settlements are ideal housing solutions for disaster victims; the nearest hospital becomes overloaded with patients near the disaster site; blood donations are necessary during disasters; disaster victims develop a „Disaster Syndrome“; natural disasters create epidemics of infectious diseases; the myth of panic behavior during disasters; disasters cause antisocial behavior, and so on.
The ingrained and generally accepted nature of these mentioned disaster myths necessitates the need for multimethod research, considering that their practice either improves or hinders the organization of integrated and effective protection of people and material goods from natural and anthropogenic disasters. In addition to invaluable theoretical elaborations, the authors in this scientific monograph present impressive and abundant results of quantitative research that examines the level of practice of disaster myths. Starting from the fact that any behavior not based on scientific facts falls within the realm of mythological interpretation of reality, a comprehensive study was conducted in the Belgrade area, with a sample of over 250 respondents using multi-stage random sampling. The obtained data were analyzed and interpreted using statistical techniques such as: Standard Multiple Regression, Chi-Square Test, One-Way ANOVA, T-test, and Pearson’s Linear Correlation. The research results presented in the monograph can be used by decision-makers in Serbia to improve comprehensive preparedness for responding to natural and anthropogenic disasters.

ZBIRKA PROPISA IZ OBLASTI UPRAVLJANJA RIZICIMA OD KATASTROFA
Upravljanje rizicima od prirodnih i antropogenih katastrofa predstavlja sistematski i multi-sektorski pristup čije korišćenje omogućava sprečavanje novih i smanjenje postojećih rizika. Jačanje državnih mehanizama smanjenja rizika od katastrofa je nezamislivo bez donošenja i usvajanja većeg broja strateških, zakonskih i podzakonskih propisa koji direktno ili indirektno uređuju spomenutu oblast. Potreba za usredsređenim delovanjem država na planu smanjenja rizika od katastrofa, prema Sendai okviru za smanjenje rizika od katastrofa, zahteva razumevanje rizika od katastrofa; jačanje sistema upravljanja rizicima od katastrofa u cilju upravljanja rizicima; ulaganje u smanjenje rizika od katastrofa u cilju jačanja otpornosti; unapređenje spremnosti za delotvorno reagovanje u slučaju katastrofa i izgradnja boljeg sistema od onog pre katastrofe u toku obnove, sanacije i rekonstrukcije. Rukovodioci i pripadnici subjekata i snaga sistema zaštite i spasavanja u Republici Srbiji imaju obavezu da poznaju i primenjuju propise koji se direktno/indirektno odnose na oblast katastrofa u cilju realizacije pravovremenih, stručnih i zakonski utemeljenih aktivnosti sprovođenja pripreme, ublažavanja, odgovora i oporavka od posledica katastrofa.
Rukovodeći se time, u izdanju Naučno-stručnog društva za upravljanje rizicima u vanrednim situacijama odštampana je prva sveobuhvatna ,,Zbirka propisa iz oblasti upravljanja rizicima od katastrofa“ u Republici Srbiji. Polazeći od višegodišnjeg iskustva autora u naučno-istraživačkom radu, nakon detaljnih analiza odabrani su svi postojeći i relevantni strateški, zakonski i podzakonski propisi na osnovu kojih se zasniva sistem zaštite i spasavanja ljudi i njihove imovine za vreme katastrofa na području Republike Srbije. Pored nacionalnih zakonskih i podzakonih rešenja, zbirka propisa sadrži i najznačajnije međunarodne akte koji uređuju oblast upravljanja rizicima od katastrofa.
Zbirka propisa namenjena je za polaganje stručnog ispita iz oblasti procene rizika predviđenog Pravilnikom o programu, načinu i troškovima polaganja stručnog ispita, postupku izdavanja i izgledu licence za procenu rizika. Pored toga, namenjena je i za polaganje stručnog ispita zaštite od požara predviđenog Pravilnikom o posebnoj obuci i polaganju stručnog ispita iz oblasti zaštite od požara. Through exercises in these areas, students acquire fundamental knowledge regarding the understanding of the phenomenology of natural and technological disasters, theoretical approaches to disaster studies, relevant paradigms, the evolution of theoretical definitions of disasters, and other related concepts, as well as integrated disaster management. Building on the theoretical elaborations of the phenomenological dimensions of disasters and hazards, the second part of the handbook focuses on „Vulnerability, Resilience, and Disaster Research Methods.“ In this section, students gain necessary knowledge related to the concepts of vulnerability and resilience to disasters, as well as disaster research methods. These thematic areas are directed towards describing the multidimensional nature of vulnerability in people, local communities, and critical infrastructure; the application of the resilience concept to improve the safety of people and their property; the evolution of disaster studies; and the improvement of disaster research methods within the frameworks of quantitative and qualitative research traditions.
Recognizing the importance of proactive action in mitigating the future consequences of disasters, the third section focuses on „Disaster Risk: Assessment Methodology and Protection and Rescue Plans,“ and includes exercises on the following topics: the concept and perception of disaster risk; disaster risk management; and risk assessment methodology and protection and rescue plans. These educational topics allow students to understand the theoretical definition and characteristics of risk; consider the phases of risk management; and comprehend risk assessment methodologies and how to develop protection and rescue plans for disasters.
In many legal and regulatory provisions, the area of disaster risk reduction is governed. Knowledge of these regulations is a prerequisite for successful disaster risk management. In the fourth part of the handbook, „National and International Legal Framework for Disaster Risk Reduction,“ students gain knowledge from thematic units that cover the international and national legal framework for disaster risk reduction, as well as the by-laws that further regulate the prescribed issues. Through theoretical exercises on the legal framework and disasters, students gain knowledge about the provisions of the most significant international and national regulations governing the preventive and repressive activities of protection and rescue systems.
The fifth section, covering „Preparedness and Disaster Risk Mitigation,“ as well as the sixth section, „Disaster Protection and Rescue Systems: Response and Recovery,“ provide students with the necessary knowledge from thematic units related to: preparedness for natural and technological disasters; mitigation of natural and technological disasters; disaster protection and rescue systems; and recovery from the consequences of natural and technological disasters. After completing these theoretical exercises, students improve their knowledge of the complex nature of preparation activities for various stakeholders and protection and rescue forces, as well as the measures and actions taken during or after disasters to protect and save lives and health.
In the final part of the handbook, „Information Systems Supporting Disaster Management and International Cooperation,“ the following topics are discussed: disaster risk databases, geographic information systems, and disaster risk reduction; as well as international cooperation for providing necessary humanitarian aid. Students acquire knowledge regarding various information technologies and databases used in disaster planning and response. Given the roles that students will take on after graduating from the mentioned faculties, the handbook is structured within the presented thematic units to enable students to master the material in a simple and efficient way through active participation in the educational process.
Certainly, the requirements for passing the exam include correctly completed exercises from the handbook and active participation in answering the discussion questions. The instructor’s signature in the handbook confirms that all exercises have been completed. The prerequisite for participating in and completing the theoretical and practical exercises is possessing the handbook, a notebook for notes, and the required literature. Attendance at lectures and exercises is mandatory, and it is possible to make up for justified absences.

Tactics of Protection and Rescue in Emergency Situations: Field Experiences and Lessons Learned
The Scientific-Professional Society for Risk Management in Emergency Situations (NSDR-URVS) and the International Institute for Disaster Research from Belgrade, in cooperation with a number of relevant and socially responsible stakeholders and protection and rescue forces in emergency situations, organized the First National Three-Day Seminar for youth and students from all public and private universities and faculties in Serbia, North Macedonia, Bosnia and Herzegovina, Montenegro, and Croatia. The seminar’s theme was „Tactics of Protection and Rescue in Emergency Situations: Field Experiences and Lessons Learned,“ and it was held in Belgrade at the Great Hall of the Kolarac Endowment from April 16th to 18th, 2021, following all preventive epidemiological measures. The first day of the seminar began with the arrival and registration of lecturers, participants, and guests. The program officially started with the national anthem of the Republic of Serbia, „Bože pravde,“ performed by Nikolina Milenković, followed by the anthem of the University of Belgrade.
Dear readers, after the successful realization of the first national seminar in the field of emergency situations, organized by the Scientific-Professional Society for Risk Management in Emergency Situations and the International Institute for Disaster Research, you now have before you a thematic collection of papers titled „Tactics of Protection and Rescue in Emergency Situations: Field Experiences and Lessons Learned.“ This collection is the result of independent research activities conducted by students and comprises thirteen relevant scientific papers that skillfully and interestingly elaborate on various phenomenological and etiological dimensions of protection and rescue tactics in emergency situations. The papers were reviewed by seven reviewers, and the scientific and program committee of the seminar consisted of more than ten professors from various universities and faculties.
The thematic units of the collection were diverse, reflecting the current trend of disaster studies development:

The collection of papers is intended for all those who wish to further specialize in disaster studies to enhance their academic or practical work. Given the lack of professional literature in the field of protection and rescue tactics in emergency situations, the scientific and societal significance of this collection is undoubtedly great. Starting from the fact that this collection does not fully satisfy the needs and possibilities for research in this area, the Scientific-Professional Society for Risk Management in Emergency Situations has planned to publish two thematic collections each year as part of its research activities. On behalf of the authors, I express gratitude to those who contributed most to the publication of this collection of papers, such as the Scientific-Professional Society for Risk Management in Emergency Situations and the International Institute for Disaster Research as the publishers, as well as to the reviewers who patiently and thoroughly examined and improved all the scientific papers.

Dear readers, before you is the thematic collection of papers titled „Legal and Security Aspects of Risk Management in Natural and Anthropogenic Disasters.“ This collection emerged as a result of independent research activities conducted by professors and researchers. It encompasses twenty-two relevant scientific papers that skillfully and interestingly elaborate on various legal and security aspects of managing natural and anthropogenic disasters. The papers were reviewed by a larger group of reviewers, while the scientific and program committee consisted of more than ten professors from various universities and faculties.

In the first paper, „Normative Framework for Crisis Management and the Jurisdiction of Cities and Municipalities in Serbia (1948-2021),“ authored by Jasmina Tanasić, the development of local self-government and crisis management in Serbia is analyzed. This development has followed a similar path since the late 1940s, moving from growing decentralization, which peaked in the mid-1970s and lasted until 1990. The 1990s were characterized by rapid centralization and the loss of municipal authority in crisis management and other public policies. Since 2000, decentralization of local government authorities in crisis management has been reestablished. Recent legal solutions for crisis and emergency management at the local level in Serbia follow the practices of developed countries, but it is questionable how well they are implemented and how feasible they are at the local level, given the current level of support.
In the second paper titled „Legal Regulation of Information Critical Infrastructure Security,“ authors Tatjana Bugarski and Milan Pisarić conclude that network and information systems, as critical information infrastructure, play a significant role in modern society, and their reliability and security are crucial for key social and economic activities. However, their existence and proper functioning face certain security risks in cyberspace, which are increasingly widespread, frequent, and impactful. Therefore, these systems can become targets of cyberattacks, i.e., illegal actions taken to cause damage and/or disrupt their operation. Such incidents can threaten social and economic activities that depend on critical information infrastructure. Hence, it is necessary to pay attention to cybersecurity. At the same time, risk management in cyberspace must be conducted in a way that does not compromise legal certainty. In this sense, the way guidelines for risk assessment in cybersecurity are prescribed is of utmost importance. A good example of regulation is the EU Directive on the Security of Network and Information Systems. The Directive requires certain organizations to take appropriate and proportionate security measures, identify, assess, and consider the risks to cybersecurity they face to prevent disruptions to service delivery and minimize them. The Directive aims to ensure that critical information infrastructure is protected from disruptions that could impact key economic and social activities. The paper analyzes the obligations of protection and information that the Directive on Network and Information Systems Security imposes on digital service providers.
The paper „Decisions of Local Emergency Response Teams Directed at Combating the COVID-19 Epidemic: Penal Aspects,“ authored by Ivan Milić, examines the decisions that certain local governments made to enforce special behavior rules aimed at controlling the COVID-19 epidemic. Local emergency response team decisions impose certain obligations on all or some physical and legal entities, as well as entrepreneurs. For example, these decisions may shorten the operating hours of hospitality establishments, mandate the wearing of protective masks, restrict freedom of movement, and more. Some decisions also prescribe penalties if a specific article of the same decision is violated. However, an important question that will be addressed in the paper concerns the „penal consequences“ if someone acts contrary to the decision of the local emergency response team.
In the paper „Administrative Restrictions on Property Rights in the Case of Natural Disasters,“ author Ratko Radošević highlights that natural disasters can lead to various forms of restrictions on citizens’ property rights regarding both movable and immovable assets. The aim of the paper is to establish the legal regime for restricting property rights in these emergency circumstances and to identify those measures that have an administrative nature—carried out with the use of administrative powers. These measures could conditionally be categorized as expropriation and requisition, as classic forms of administrative restriction on property rights.
The paper „Theoretical and Normative-Legal Definition of Civil Defense and Civil Protection,“ authored by Vladimir Jakovljević, primarily aims to familiarize the broader readership, scientific, and professional public with the concept and essence of civil defense and civil protection, different theoretical and legal approaches, and elaborations (narrower and broader) that contribute to a clear definition of these terms, while pointing out the differences between them and distinguishing them from other similar terms such as civil security, civil emergency planning, and so on. In theoretical analyses and elaborations related to civil defense, the content and scope of this phrase have not yet been clearly distinguished from other similar concepts. Many terms such as civil protection, civil security, economic defense, civilian defense, passive protection, national or alternative defense, and civil emergency planning can be observed. This specific choice of words and terms is usually not accidental. It not only reflects what the authors think and want to say, but very often it also speaks about the state and understanding of social groups that use these terms, as well as the society within which the terms are in circulation.
In the paper „Fraud in the Context of Emergency Management,“ authors Snežana Knežević, Stefan Milojević, Miljan Adamović, and Jovan Travica confirm that fraudulent actions (fraud) are actions of significant weight. To prevent fraud, it is necessary to identify the causes of fraud and develop a plan to prevent them. The potential causes that encourage people to commit fraud are varied. Regardless of cultural differences, traditions, and customs, all cultures treat fraud, bribery, and corruption as prohibited and unethical actions. Emergencies occur unpredictably, leading individuals and organizations to immediately shift their focus to resolving the situation. During pandemics or major natural disasters, there are limitations in the ability to manage the risks of fraudulent activities, which can take various forms and cause significant economic and other consequences. This paper discusses the causes and issues related to the occurrence of fraud specific to emergencies. Various control activities that can be undertaken during an emergency to minimize the risk of fraud will also be addressed.
In the paper „Fraud in Disasters: Financial Aspects,“ authors Snežana Knežević, Marko Špiler, Aleksandra Mitrović, and Marko Milašinović point out that we have all experienced, especially recently, how disasters destroy human lives and property worldwide. This article describes a specific problem that arises mainly in the case of disasters and their recovery. Disaster recovery involves meeting financial needs, both short-term and long-term. The scale of fraud and criminal activities increases during disasters. The problem involves addressing issues related to disasters that can „open pathways“ for supporting money laundering or trigger tax evasion. Additionally, the role of financial forensics will be particularly emphasized.
The paper „The Role of Private Security in Disaster Risk Management,“ authored by Nenad Radivojević, highlights that increasingly frequent and destructive events such as massive and recurring natural disasters, terrorist attacks on critical infrastructure, accidents, technical and technological incidents, and similar events often lead to the declaration of emergency situations. This has led states to reorganize their national security systems, especially systems for disaster risk reduction and emergency management, to respond in a timely and adequate manner to the mentioned threats. This reorganization is centered on activities to establish a legal framework that expands the circle of stakeholders in protection and rescue. One of these stakeholders in society is private security entities. The subject of this paper is an analysis of the positive legal regulations governing the field of private security, protection of critical infrastructure, and disaster risk reduction and emergency management in Serbia. The goal is to assess the current and potential role of private security in disaster risk management.
In the paper „Security Risks from Fires in Correctional Facilities,“ author Dejan Novaković elaborates that securing certain facilities against fire, in this case, correctional institutions as institutions for the execution of criminal sanctions, is based on a security risk assessment of these facilities. This assessment serves as the foundation for determining the objectives, tasks, and stakeholders in protection. To assess the possibility of improving the risk assessment of correctional facilities, this study presents the current state and methods of assessing their vulnerability to fire risks. A questionnaire was created for the purpose of gathering data for a planned empirical study and scientific monograph. The questionnaire was anonymous, and the data were used exclusively for research purposes. Particular attention was paid to the methodology for assessing fire risk and taking measures aimed at eliminating the causes of or minimizing the effects of risky events, as well as measures to ensure minimal losses and mitigate consequences if risky events occur, which together form the basis of fire risk management.
In the paper „Data Sharing in Emergency Situations,“ authors Miljan Adamović, Stefan Milojević, Marko Špiler, and Jovan Travica highlight that data sharing in emergency situations is expected to occur routinely, which implies the possibility of pre-planning. However, this may not always be the case, as emergency situations that could not be anticipated may arise. For example, the crisis caused by the coronavirus pandemic illustrates the need for coordinated responses from public services, where rapid data sharing has a huge impact on public health and safety. Large-scale natural disasters can devastate countries and endanger thousands of people. In emergencies, activities that save lives and limit the impact of hazards are key, and quick decision-making is crucial. In such cases, a particularly complex issue for various government agencies and organizations is how to react appropriately and decide whether to share information or not. The subject of this paper is the broader context of data sharing in emergency situations.
In the paper „Phenomenological and Etiological Dimensions of Earthquake-Induced Disasters,“ authors Jelena Planić and Vladimir Cvetković conclude that natural disasters have become part of the daily life of modern man, with their occurrence becoming increasingly frequent and intense due to climate change. Earthquakes, due to their unpredictability, represent one of the most terrifying and costly natural disasters. In this paper, the authors, using a literature review, present the basic characteristics of earthquakes as natural disasters, as well as the importance of preparedness in responding to natural disasters. The basic elements of earthquakes, classification, scales for measuring earthquake magnitude, and the consequences they cause are presented. Given that preparedness for disasters at the individual, community, and societal levels is an effective tool in reducing disaster risk and mitigating their consequences, the paper pays special attention to ways to improve preparedness. Using numerous scientific papers, the experiences of many countries are presented, and these examples should be followed to properly design and implement disaster mitigation strategies and public education programs.
The paper „Possibilities of Managing Forest Fire Risks Using Geographic Information Systems,“ authored by Saša Ljubojević, describes the possibilities of applying geographic information systems in managing forest fire risks, with a focus on data collection, analysis of collected data, and predicting high-risk areas. The paper will show how a comprehensive overview of endangered areas, objects, and populations can be achieved, based on which adequate and timely decisions can be made. In addition, the security aspect of the mentioned database will be described, including how it should be managed, who can use the data, and when. The data in this database will clearly show various areas and how large-scale damage can be intentionally caused. Although creating such a comprehensive database, for security reasons, represents a security risk in itself, the need for fire protection outweighs this risk, but it requires strictly controlled risk management.
The paper „Economic Consequences of Natural Disasters,“ authored by Goran Milošević and Luka Čaušić, examines natural disasters (floods, droughts, extreme temperatures, fires, earthquakes) that directly and indirectly affect the level of risk and the security situation of people, animals, material and cultural goods, and the environment. In addition to tragic losses of human lives, disasters also have negative effects on the destruction of material goods and the environment in local, regional, and national communities. The consequences of natural disasters and the factors influencing the perception of citizens in Serbia are analyzed. Depending on the intensity of natural disasters, they can cause negative cyclical oscillations within the economic system of the country, affecting the labor market, financial market, capital market, and all aspects of life and work in society. This can lead to economic imbalance, not only at the microeconomic level where the undesired event occurred but also at the macroeconomic level.
The paper „Integrated Waste Management in the Disaster Risk Reduction System,“ authored by Jovana Martinović, starts from the fact that in Serbia and around the world, unscientific waste management remains a complex and serious environmental problem. The rise of urbanization, industrialization, and the exponential growth of the world population are responsible for generating large amounts of waste materials, which are directly related to land, air, water pollution, and risks to public health and safety. Poor waste management significantly undermines the success of achieving sustainable development goals, highlighting the importance and urgency of transitioning from traditional linear approaches to integrated waste management strategies. Given that solid waste management is a global environmental issue encompassing socio-economic, institutional, political, and ecological aspects, the goal of this study is to describe and analyze different integrated waste management strategies in developed and developing countries, with a special focus on public perception and participation in waste management activities, various challenges and shortcomings faced by solid waste management, and identifying innovative solutions in this field. Although it is difficult to find a good management system that can be applied in all countries, the findings point to the following characteristics of effective and sustainable systems: adaptability to local needs, minimal use of toxic chemicals, resource conservation, waste reduction, use of renewable sources, involvement of the informal sector in waste management activities (including collection, sorting, and recovery of recycled waste), greater technological sophistication and innovation in waste management, continuous research implementation, and clear legal regulation. Considering that no system is efficient enough to solve the waste problem due to excessive production, consumption, and disposal, and that people’s attitudes and practices regarding waste management are determined by education, age, and income levels, it is necessary to raise awareness and conduct continuous public education programs and campaigns on proper waste management at all levels of society. The results of the review paper contribute to the enhancement of the existing knowledge base on various aspects of integrated solid waste management.
The paper „The Role of Multimedia Content in Disaster Education for Youth,“ authored by Ivana Krnjić and Vladimir M. Cvetković, highlights that disaster education is one of the most important prerequisites for improving society’s and citizens’ preparedness for timely and adequate responses to such situations. For this reason, various traditional and innovative ways of educating young people about disasters are used, aiming to improve their resilience to different natural and anthropogenic disasters. Using a literature review, the authors systematically elaborate on the basic characteristics of disaster education and the characteristics and methods of applying multimedia content in such a process. Without neglecting the importance of traditional educational methods, the authors present the basic modalities of acquiring disaster knowledge through school programs, with a focus on safety in school buildings. The results of the review paper show that there is a serious available social and scientific-pragmatic environment for designing and implementing multimedia content in youth disaster education. It is necessary to continue conducting research in this area to improve the understanding of all the advantages and disadvantages of using multimedia for educational purposes.
The paper „Accuracy of Information and Its Precise and Unambiguous Communication to the Public as a Way of Risk Management During the Epidemic (Republic of Serbia During the 2020 State of Emergency),“ authored by Dragana Ćorić, confirms that insufficient knowledge of the subject being reported to the public and the competitiveness in publishing information quickly have repeatedly disturbed the public. Numerous educational efforts for journalists in certain areas they report on, as well as their constant reference to the strict application of journalistic ethics, do not seem to achieve their goal. The need for someone to be the first to publish information has replaced the need for truthful and fact-based news representation. This shift was especially pronounced during the state of emergency in Serbia in 2020, where imprecise and sensationalist reporting of information repeatedly led to public unrest and even violations by citizens due to insufficiently accurate or incorrect information. After providing several examples of both good and bad practices, the paper concludes with a proposal for a unified formula for creating good, truthful news articles, especially in situations of potentially significant public concern.
The paper „Security Protection of the Republic of Serbia in the Context of Natural Disasters,“ authored by Željko V. Lazić and Martin I. Matijašević, identifies natural disasters as specific security phenomena containing a wide range of threats to the security of the Republic of Serbia. Depending on the intensity, spatial distribution, and duration of natural disasters, besides posing threats to people, material goods, and the environment, they also carry risks to the socio-political order. When state authorities, during natural disasters, attempt to adequately organize and manage the protection and rescue system in the affected area, an increase in sociopathological phenomena such as theft, robbery, and violent behavior inevitably occurs. The subject of this paper is the protection of the security of the Republic of Serbia during natural disasters, protection from the direct consequences of natural disasters, and indirect consequences for the existing socio-political order, economic security, and the interests of the Republic of Serbia in the region. The paper provides a typology of security threats during natural disasters.
The paper „Risk of Lithospheric Disasters in the Braničevo District,“ authored by Marija Đurić and Irena Blagajac, focuses on analyzing the risk of lithospheric disasters in the Braničevo District. The task of the research is to analyze earthquake intensity and the presence of landslides and rockfalls in the studied area. The aim of the paper is to determine the level of risk of lithospheric disasters that can endanger the population’s lives and activities in the district. The paper includes a map showing the geographical distribution of landslides and rockfalls in the Braničevo District. Earthquake intensity maps for return periods of 95 and 975 years are also presented for the observed area. The analysis covers population density by settlements in the district, as well as the distribution of agricultural, forested, inhabited, water, and industrial areas. The paper includes cartographic representations of population density and land use. A synthetic map was created through comparative analysis of the mentioned data, showing the spatial overlap of the investigated lithospheric hazards with population density and land use to identify high-risk zones for the population. Based on the synthetic map, a map of high, medium, and low risk of lithospheric disasters and their impact on the population and their activities in the Braničevo District was created. Based on the research, proposals for measures for prevention, preparedness, response to incidents, and recovery from catastrophic consequences for the population, buildings, and economic activities in the Braničevo District are provided.
The paper „Security Aspects of Risk Management in Disasters Caused by Forest Fires,“ authored by Milica Stefanović, highlights that in recent years, there has been a significant risk of forest fires, both globally and in Serbia. In addition to human factors, which are the most common cause, climate change is increasingly contributing to the risk of such emergencies. Under the influence of high temperatures, in recent months, large-scale forest fires have occurred in Turkey, Greece, the United States, and Serbia. A particular problem arises when a fire is caused by human factors, and unfavorable climatic conditions lead to its uncontrolled spread. If not promptly addressed, forest fires can spread significantly, causing environmental destruction, as well as endangering human lives and property. During such events, weather conditions that can contribute to the further spread of danger (wind, high temperatures, dry weather, etc.) are of particular importance. Various studies predict an increase in global temperatures in the coming decades. Given that the solution to climate change and rising global temperatures is a process that requires time, it is necessary to work on prevention and strengthening response capacity for emergencies. It is also important to organize training and educational programs to raise public awareness of the consequences of irresponsible behavior that can lead to forest fires.
The paper „Risk Communication in Disasters,“ authored by Marko Radovanović and Vladimir M. Cvetković, concludes that risk communication in disasters is one of the foundations of successful disaster management, reflected in reducing the devastating impacts of disaster hazards on human lives and property by providing timely critical information to affected communities. An underdeveloped system for identifying, analyzing, and sharing disaster risk information leads to poor management in all phases of disasters (mitigation, preparedness, response, and recovery). In each of these phases, there are clear requirements for specific information that enables efficient decision-making. The exchange of disaster risk information is influenced by many factors, such as the degree of scientific and technological development, demographic, sociological, and psychological environments, and the characteristics of natural and anthropogenic hazards. Recognizing the undeniable importance of disaster risk information, the authors in the review paper identify, analyze, and systematize relevant aspects of the phenomenological dimensions of disaster risk communication. Special attention is given to a comprehensive overview of sources, actors, and communication channels, with a focus on innovative solutions and communication strategies in responding to natural and anthropogenic disaster risks.
The paper „Specific Ethical Aspects of Triage in Providing First Aid in Mass Casualty Situations,“ authored by Srđan Nikolovski, highlights that disasters that affect human populations increase the risk of overburdening first aid services with the number of victims and the severity of their injuries and other medical emergencies. In such cases, even medically untrained individuals may find themselves in situations where they need to provide necessary medical assistance before emergency medical teams arrive. The constant balancing between deontology and utilitarianism is a daily occurrence in medical practice, which intensifies in emergency medical situations and events where saving lives takes precedence. Although there may be certain mitigating circumstances, most are highly challenging and place those tasked with providing basic life support in stressful positions where composure is crucial. The subject of this paper is to highlight specific ethical aspects of the triage process in providing first aid to disaster victims. Ethics explain several situations related to the selection of patients who should receive medical assistance, as well as the measures to be applied. The main goal of these illustrative situations is to determine which ethical approach should be applied to save as many lives as possible while ensuring that no victims are neglected. Due to the presence of time as a limiting factor, the application of triage principles and the elimination of any form of confusion is the most effective way to provide emergency assistance to all disaster victims, both by non-medical and medical personnel.
The paper „Citizens’ Perception of the Application of Intelligent Information Systems in Emergency Management,“ authored by Vojkan Nikolić, Predrag Milošević, and Nikola Krunić, concludes that intelligent systems are an essential element in achieving goals in various areas of human work and behavior, including national security. By using computer systems and their applications in operational and management areas, competitive advantages are created, and knowledge-based information exchange is ensured. In the field of emergency management, the speed of response to threats is particularly important. Thanks to the computerized processing of data, the management system can almost always know where problems and risks arise and what the necessary response to all challenges and risks should be.
